Conducting a needs assessment for the establishment of a trauma care center in Sferai, South Lebanon

SOS Children's Villages Lebanon is seeking a consultant to conduct a thorough needs assessment to explore the feasibility of its trauma care center. The specific objectives of the consultant’s work are to:

• Assess if the planned “Trauma Care Centre” is needed in Lebanon and in other middle East MAs
  • What mental health services are established, both ambulant and residential
  • What are the characteristics of the current and potential clients of such a service
• If it is a needed service, assess if it is feasible to establish such a centre in the premises of SOS CV Sferai
  • How accessible is Sferai for children and adolescents from different areas in Lebanon and other middle East MAs
  • Are needed support services (e.g.xx) available in the community of Sferai?
  • Is the location suitable to attract qualified staff for the service?
  • Is the infrastructure suitable for the purpose of the service?
  • Is the co-funding from state sources feasible?

 Methodology

• To conduct a target group analysis in order to estimate the number of potential beneficiaries
• Based on the results of the above analysis, to design a plan for a PESTLE analysis (analysing the Political, Economic, Sociological, Technological, Legal and Environmental factors) of the current situation and all factors ultimately affecting the establishment of the trauma care center
• Based on the results of the above analysis, to design a plan for a stakeholders' analysis specifically seeking to explore the views of all stakeholders directly or indirectly related to the project at hand including, first and foremost, official and governmental stakeholders
• To design relevant data collection tools for implementing all the suggested analyses and plans
• Upon approval of the suggested plan, to implement the plan and approved analyses by conducting the necessary quantitative and qualitative research via the following steps:

• Designing the proper data analysis tools
• Conducting the needed data collection exercises
• Analysing the data

• To conduct regular meetings with SOS Children's Villages National Director (ND) to inform her of the progress of the work
• To present a comprehensive and detailed report on the results of the needs assessment to the ND and board of directors
• To review and adjust the report based on the received feedback from the ND and board of directors and resubmit a final report accordingly
