M&E officer

Duties and Responsibilities:

• Aiding in the design, coordination and implementation of the organization’s monitoring and evaluation framework;
• Assisting in the revision of the project log frame matrix, particularly in the areas of performance indicators and their measurement;
• Identify, develop and tailor baseline data for each project component and for all project indicators;
• Overseeing the development of baseline, midline and end line impact assessment questionnaires, perceptions surveys, and final evaluations;
• Conducting all required surveys, questionnaires and interviews and inputting them into utilized M&E tools and software;
• Exploring, analyzing and aggregating extracted data and inputting findings into quarterly narrative report;
• Assisting the statistics team in developing project Performance Monitoring Plan with relevant data collection systems;
• Reviewing the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation;
• Producing reports on M&E findings on a quarterly basis;
• Identifying lessons learned and developing case studies and success stories to capture both the qualitative outputs of the project and the essence of the intervention.

Experience and Qualifications:

• BA in psychology, sociology, social work, anthropology or other related fields;
• Experience in an M&E position responsible for implementing M&E activities of international development projects;
• Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans;
• Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies;
• Experience in planning and managing surveys;
• Experience with field interventions within marginalized communities;
• Excellent proficiency in both English and Arabic (written and spoken);
• Excellent communication and analytical skills;
• Ability to work in culturally, politically, socioeconomically and conflict sensitive contexts;
• Ability to work independently with a minimum of supervision;
• Ability to work under time pressure and meet deadlines;
• Experience in peacebuilding and rehabilitation is a plus.
