The Lebanese Association for Democratic Elections (LADE) is seeking to subcontract a Lebanese firm that is highly experienced in carrying out large scale household surveys across the country to implement phone calls survey with citizens.

The aim from the opinion poll is to detect the knowledge and perceptions of the citizens about decentralization as well as all relevant public matters. The opinion poll shall aim at investigating issues mainly pertaining to the clientalism, perceptions of state institutions, services provided to citizens by political parties, and other related issues.

Consultants must submit proposals in English which demonstrates a clear understanding of the assignment, assess all aspects of the project.

Technical proposals should be organized into three sections: Technical approach, Methodology and Scientific Sampling Method, Personnel and past performance.

Consultants should also submit a budget along with the technical proposal.

 

Expected Activities and Deliverables

The expected timeline for the entire research study will be approximately three months and a half  (3.5) (estimated July 2020 through October 2020)

Once the contract is awarded, the deliverables detailed in the following table will be presented to  LADE  Project management according to the terms established in the agreement with the selected contractor. It is important to note that end results related to the project should be submitted in Arabic as outlined below. The exact dates will be determined by both LADE management and the subcontractor in the work plan. The deliverables are intended to be evidence or confirmation that the activities were completed successfully.

 

Deliverables and Timeline

    

Deliverable 1: Work plan & questionnaire formulation

  • Work plan, including a detailed Methodology & sampling.
  • Questionnaire /guidelines in Arabic 
  • Submit final sampling and data collection plan, question list.

Expected Deadline

First week of August 2020

 

Deliverable 2: Completed Phone Surveys

  • Submit weekly progress reports of the implementation process.

Expected Deadline

End of August 2020

 

Deliverable 3: Initial Findings from quantitative research

  • Presentation of initial quantitative analysis including figures, challenges, opportunities and recommendations delivered in the format of a presentation using MS PowerPoint to LADE management and its partners

Expected Deadline

Between 1 and 4 September 2020

 

Deliverable 4: Final Analytical Report- In Arabic

  • Draft qualitative analysis report including challenges, opportunities and recommendations. Based on LADE’S feedback, the subcontractor will then revise and submit the final narrative report for approval.

Expected Deadline

Between 7 and 15 September for the first draft

On 15 October 2020 for the final draft
