The Danish Red Cross (DRC) and the Norwegian Red Cross (Norcross) have the same overall goal in the Middle East and North Africa (MENA) Region. They support a number of Red Crescent National Societies (NS), seeking to respond to the humanitarian crises in the region, primarily by strengthening the Host National Societies (HNS), both through longer-term organisational development and more immediate operational capacity building. In Iraq the two Partner National Societies (PNS) have come together to address challenges they both face in programme implementation, in part by recruiting a Country Finance Delegate (CFD) to work in support of their country programmes, from a position embedded within the Finance Department of the Iraq Red Crescent Society (IRCS).
Responsibilities
The CFD will be an integral part of the DRC Iraq Country Team and report directly to the DRC Iraq Country Manager. Although integrated in the DRC Country Team the CFD will equally support the Norcross Iraq Country Team and report on Norcross-related tasks directly to the Norcross Iraq Country Manager. The CFD is responsible for the effective financial and administrative management of DRC and Norcross projects and offices in Iraq in accordance with DRC and Norcross financial and administrative procedures, and respective back-donor regulations, primarily the Danish and Norwegian Ministries of Foreign Affairs (MoFA). A key component of the role is to develop the financial management capacity of IRCS in implementing DRC and Norcross-funded programmes in Iraq.
From a position embedded within the IRCS Finance Department, the main tasks of the CFD are to:
- Build the financial management capacity of IRCS, its organisation, staff and volunteers, and act as the point of entry for appropriate capacity building projects.
- Budget and execute fund transfers, monitor, report upon and, when appropriate, close DRC and Norcross projects in Iraq.
- Ensure financial oversight, internal control, audit and risk management of all the DRC and Norcross projects in Iraq, in accordance with relevant regulations.
- Support programme procurement, whether conducted directly by DRC / Norcross or indirectly by IRCS (in the local procurement only) and compliance.
- Provide administrative support to the DRC / Norcross country teams and delegates, and general support to the DRC / Norcross missions within MENA Region.
Experience and qualifications
You have a minimum of 5 years of relevant experience in finance management and providing programme / project financial support, with at least 3 years’ experience working for a humanitarian aid organization in conflict/post-conflict country like Iraq. You need to assure us that you can live and work under restricted conditions in a stressful environment.
You have a relevant academic degree in accounting / finance / business administration / auditing or equivalent qualification, master’s degree is an asset. Full proficiency in Microsoft Office applications and the use of specialist accounting software systems is essential requirement, ideally the AX09 ERP system. As well as numeracy and a high level of proficiency in written and spoken English, it is essential that the delegate be fluent in Arabic, and part of the selection interview process will be conducted in this language.
More general requirements are excellent analytical skills, particularly concerning complex financial documents. You must possess excellent communication, diplomacy, coordination as well as networking and facilitation skills. Good cultural understanding is essential and the ability to withstand the pressure of a heavy workload for a long period, and still maintain an appropriate work / life balance. You must be self-supporting in computers and possess a valid international driving licence. Proven experience in the capacity-building of local partners, ideally of Red Cross / Red Crescent National Societies and local branches, and in the Middle East, will be an advantage.
Employment Conditions
The ideal starting date is 1 February 2020 or soonest thereafter and the length of the contract is 12 months with the possibility of extension. The salary including all allowances and pension payment will be between DKK 42,280.43 and 44,645.25 per month, depending on qualifications and experience. A room in shared accommodation in Baghdad is provided, free of charge.
Baghdad is currently a non-family duty stations with a paid 7-day Rest & Recuperation break permitted after every 8 weeks in-country. Travelling to programme areas within Iraq is possible to the extent that the security situation permits and under current circumstances this is possible about 10% of working days, but it is hoped that this will increase.
