Finance Officer (Budgeting and Reporting Officer)

Objective of the Role:
The Finance Officer will be responsible for implementing budgeting and financial record-keeping procedures to ensure efficient coordination of various departmental, grant, and designated accounts. H/she maintains accurate information regarding the financial status of the cost center, advises the Director regarding financial decisions, and prepares a variety of operational and financial reports and spreadsheets. This position requires a keen attention to detail, strong analytical skills, and a commitment to the financial integrity of Borderless.
Essential Duties and Responsibilities:
- Participate in budget preparation for new proposals, grant applications, and budget revisions to ensure compliance with Borderless and donor guidelines.
- Define and analyze project budgets to ensure that funds are used according to the funding contracts, and propose corrective actions if needed.
- Prepare HR trackers and running cost tracker for each approved budget and update it on a monthly basis.
- Administer and monitor extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations, rules, and established policies and procedures.
- Prepare fund requests and share them with the Director for review.
- Prepare accurate and timely financial reports for internal and external stakeholders.
- Ensure compliance with donor reporting requirements and deadlines.
- Analyze financial data to provide insights into the organization's financial performance.
- Collaborate with program teams to track and report on project-specific budgets.
- Ensure compliance with financial regulations, donor requirements, and organizational policies.
- Conduct periodic internal audits to assess financial controls and recommend improvements.
- Provide support during external audits, ensuring all necessary documentation is available.
- Support strategic financial planning by providing insights and recommendations.
- Contribute to the development of financial policies and procedures.
- Assist in forecasting and cash flow management.
Competencies and Skills:
- Bachelor's degree in Finance, Accounting, or a related field.
- Proven experience in financial management, budgeting, and reporting within the NGO or nonprofit sector.
- Strong understanding of donor regulations and compliance requirements.
- Proficiency in financial software and Microsoft Excel.
- Excellent analytical and problem-solving skills.
- Attention to detail and strong organizational skills.
