Key expert on Access to information
Context of the assignment
The Transparency and Anticorruption project started on the 1sr of March 2019 with an inception phase of 4 months.
The Beirut-based project team is now composed of a Project Coordinator and a Project Assistant supported by periodic expertise missions carried out by 3 sectoral key experts (KE1, KE2 and KE3). In order to support the implementation of the activities, Expertise France is looking for a Key Expert 4 on Access to information.
Objective of the Assignment
The Key expert 4 will be responsible for the implementation of the pilot project on Access to information under the Component 1.
He/she will also support the project team in the implementation of component 3.
Outputs / Services to Be Provided
C1 – on Access to information:
- Assess the pilot administration’s needs in order to implement the Access to information law.
- Develop solid relationship and ensure constant dialogue with the beneficiary administration
- Plan and manage the short-term expertise
- Provide technical inputs to the project
- Monitor the pilot project and ensure visibility
- Coordinate with the other stakeholders and with national action plan on access to information.
C3 – on Awareness
- Support the project team on the grant management
Transversal
- Participate to the redaction of progress reports
- Participate to the organisation of visibility events (conferences, round tables, …)
- Participate to the Monitoring and evaluation system for the project
Deliverables
- Progress reports
- Terms of reference for short term assignments
Deliverables need to clearly outline activities, provide analytical inputs and propose recommendations of further actions
Criteria to Assess the Quality of the Expert’s Work
- Structured, well written reports in English.
- Inclusive approach that encourages stakeholder’s involvement and input
- Consultant’s ability to work constructively and respectfully with people from various backgrounds
- Consultant’s ability to listen and include different inputs into a coherent common output.
- Consultant’s ability to meet deadlines while maintaining a cooperative and participatory style.
- Expert Profile
Qualifications and skills
- University degree (BA or MA or equivalent) in law, political science, economics, public finance or relevant discipline.
- Excellent knowledge of the Lebanese public institutions
- Fluent in spoken and written English and Arabic; knowledge of French would be an asset.
- Ability to work in a team.
- Demonstrated negotiating, cultural sensitivity and diplomatic skills.
- A high degree of integrity and the ability to deal with confidential information is required
- Knowledge of the EU cooperation mechanisms would be an asset.
General professional experience
- A minimum 5 years of experience in relevant field.
Specific professional experience
- Professional experience in the right to information and access to information
- Previous professional experience a civil society organisation.
