Background Information
In July 2018, Oxfam in Lebanon, the Legal Agenda and the Lebanese Observatory for Workers’ and Employees’ Rights, with the support of the Swiss Agency for Development and Cooperation, and as part of the My Work, My Rights! project[1] launched an informal network of civil society organizations to advocate for improved protection for individuals involved in the formal and informal labour market in accordance with international human rights law, workers’ rights and labor safeguards.
The Network is currently working on three platforms, each platform representing one of the three Network objectives.
Platform 1
Objective : Develop the legislative framework on labour rights in conformity with international treaties:
Abolish Article 7 of the Labour Law which excludes four categories of workers.
Platform 2
Objective: Develop and enforce labour protection mechanisms:
Strengthen the NSSF by ensuring that employees are being registered with the correct stated salaries and the 3% quota of people with disabilities is being implemented.
Platform 3
Objective: Facilitate workers’ access to justice and strengthening legal mechanisms:
Ensure the Arbitration Labour Councils issue and act upon rulings within a reasonable timeframe.
In particular platform 3 has agreed to publish a simple infographic on what the procedures are, when putting a complaint forward at the arbitration councils. The intended audience of this inforgraphic will be for workers (the categories of workers that it will cover will be agreed on with the Platform) and for lawyers and judges who are not specialized in the field of labour.
Network members will be asked to circulate the infographic on their social media platforms to ensure wide outreach to workers. It may also be published in Legal Agenda’s Special Edition Magazine[2] which is a special issue of Legal Agenda dedicated to the right to work in Lebanon and its related issues and problematics.
Purpose of the consultancy
We are looking for a consultant with a strong background in law and labour issues to outline, in simple terms, the procedure a worker must follow from submitting a complaint to the labour arbitration council to when the final decision comes out, as well as possible appeal procedures and execution procedures of the final court decision. Relevant procedural delays may also be mentioned throughout the infographic.
Timeline and Expected Deliverables
I. Deliverables will include:
- Conduct a meeting with the Platform members to understand the scope of the project.
- Provide a draft and incorporate feedback.
- Deliver the final product.
- Review the Arabic translation.
- Debrief and liaise with the infographic artist to ensure that the content is visually being depicted correctly.
- Provide feedback to the infographic draft.
II. Timeline
Deliverablemment
Submission of first draft for revision by the Network on 09th of May 2019
Please note, revision will include two comprehensive rounds of comments.
Final submission will be on the 20th of May 2019
Debrief and liaise with the infographic artist will start on the 20th of May 2019 until final infographic is produced on 03rd of June 2019.
Remuneration and Selection Process
- Budget
Budget will be determined based on evaluation of the applications, and profiles of candidates. Applicants are asked to submit a budget that includes all expenses relevant to the completion of the assignment.
