The consultant will work in close collaboration with OPMTA PFM expert and in direct contact with the ICT department at MEHE to develop a module for the new budget model and integrate it with SIMS. He/she has to work in full technical coordination with the ICT department at MEHE and under the guidance of the Public Finance Expert of OPM for any functional aspect of the task.
The consultant will report to OPM TL.

The Education Partnership Implementation Coordinator (EPIC) undertakes assigned activities, set out plans which are primarily designed to improve the scope and quality of education programs and services available to MEHE. This position is critical to the successful implementation of different education initiatives. It also aims to maintain effective communication with different education donors and stakeholders and support MEHE’s strategy to improve the teaching and learning outcomes.

The consultant will oversee how DOPS develops a comprehensive framework to deliver suitable educational services to children with severe special needs. This will include recommendations on how mainstream schools are able to accommodate children with complex and combined special needs, possibly in a regional hub model. This is a senior leadership role within the DOPS department that will be leading on inclusion work.

The internal management structures within DOPS have not been able to deal with such an excessive workload and needs strengthening to deliver better. Problems here have been exacerbated by some critical recent staff departures and some important roles being left unfilled. This role will deal with increasing internal efficiencies within and between organisational units of DOPS as well as setting up management structures which can be sustained long after the end of the OPM TA programme.

The M&E framework for the Technical Assistance to Support RACE2 (OPMTA programme) has been led by OPM’s international M&E advisors in close collaboration with the programme management and the technical assistance team in Lebanon for a while, then a MEL expert took over for around 6 months until December 2020. As every M&E framework, the aim is to develop systems that are useful and utilized by the beneficiaries and maximize programme impact.

Senior Education Strategic Planner, the ongoing role of the post holder for the duration of the contract.

The role holder reports to the Project Director of the TA Programme. They shall support and/or work in close collaboration with all the assigned teams, as directed by CERD President. The consultant will be contracted for 6 months.

The first part of the expert’s role is to provide technical expertise for CERD to advance the development of a new national curriculum. The second part of the expert’s role is contributing to mapping the national curriculum to the digital resources hosted by DLP. As per HE Minister Majzoub’s request, MEHE and CERD has launched a programme of national distance learning for public schools. This is in direct response to the corona-virus outbreak in Lebanon which enforced the temporary closure of all schools across the country in the last Academic Year 2019/20 and may do similarly in Y 20/21.

The purpose of the assignment is to provide technical guidance and strategic direction to MEHE and the education sector through the development of costed models and financial scenarios for the development of the education system (Lebanese and non-Lebanese), taking into consideration the current economic crisis and reform goals of the MEHE.

The purpose of the specific role is to provide support to the assigned Strategic Financial Advisor (SFA) reporting to the Minister of Education and Higher Education and the Donor Group, to provide this technical expertise.

A small team of Certified Public Accountant to look into the approximately 100 remaining school cases and make a recommendation to the Minister for decision. This recommendations will be based upon a thorough analysis of school budgets and will follow a robust methodology agreed with the Director of Private Education in the initial consultation phase. The consultant team will work with the Director of Private Education and deliverable will be overseen by the OPM TA Team Leader.
