A communications consultant (individual or agency) to work with CERD and relevant stakeholders to develop a coherent communications plan to raise awareness and stimulate uptake of e-learning resources to the widest audience possible.

The communications consultant (individual or agency) will lead the development and implementation of a communications strategy with the aim to raise awareness on the digital learning initiative and support CERD’s communications functions in line with its priorities and the S2R2 Program.

OPM is seeking a consultant/organization to conduct core skills training to 30 REO’s staff in North-Tripoli which might be later expanded to other REOs across Lebanon upon need. This contributes to equipping REOs’ staff with the core business skills needed to improve the quality of their administration work and interactions with the public, parents, Teachers and Principals.

The consultant will work from MEHE and report to the Chief Information Officer (CIO), under the oversight of the OPM TA Team Leader. The consultant will develop capacity within the ICT department, including of the SIMS Team Leader, the Infrastructure and systems manager, the Project Coordinator, the System Administrator and the CIO himself.

The contract with the service provider is 14 weeks in duration and so this contract will also be for with a maximum of 70 days or until the end date of the service provider.

Work with the allocated civil servant(s) to build their capacity to undertake all of the above activities alone – for example, managing overall program needs, preparing action log, generating action from action owners in the Ministry or amongst partners, prioritizing DG decisions needed.

As per HE Minister Majzoub’s request, MEHE are launching the National Distance Learning Project providing e-learning for public schools on Monday, March 16, 2020. This is in direct response to the coronavirus outbreak in Lebanon which has enforced the temporary closure of all schools across the country. The Ministry retains overall responsibility for delivering these education services to primary/secondary, private/public/state-subsidized, as well as first shift/second shifts.

The assignment will provide support to MEHE’s Direction d'Orientation Pédagogique et Scolaire (DOPS) department to work on the format, method, analysis and utilization of teacher lesson observation data collected by DOPS counselors.

Coordinate all the technical and managerial aspects of the GDE’s components of the S2R2 program and report to the DG.
