Subject: Delivery of 5 (five) capacity building trainings and 9 (nine) individual webinars within the Foreign and Commonwealth Office funded Capacity Support for Civil Society project

International Relief and Development (IRD), through its Capacity Support for Civil Society (CSCS) program, is seeking qualified organizations – training providers – to deliver five (5) capacity building trainings and nine (9) webinars (herein and after referred to as “training services”) to Syrian Civil Society Organizations (CSOs). The workshops will be held in in Turkey, Iraq and Jordan (specific locations yet to be determined) in the period November 2, 2015 – March 20, 2016.

Any bid received after this deadline will not be considered. This ITB in no way obligates IRD to award a contract nor does it commit IRD to pay any cost incurred in the preparation and submission of a bid.

IRD bears no responsibility for data errors resulting from transmission or conversion processes.

I. PURPOSE

International Relief and Development (herein and after: IRD) hereby seeks qualified non-governmental for-profit and non-for-profit organizations – training providers – to deliver of 5 (five) capacity building trainings and 9 (nine) individual webinars within the Foreign and Commonwealth Office funded Capacity Support for Civil Society project.

II. ORGANIZATION PROFILE

IRD is an international charitable, non-for-profit, non-governmental organization that collaborates with local and international partners to design and implement humanitarian relief and development aid programs. IRD’s mission is to reduce the suffering of the world’s most vulnerable groups and provide tools and resources needed to increase their self-sufficiency. IRD was founded in 1998 and has grown over the past decade into an organization that is operating in many countries across the world.

IRD’s regional programming includes civil society strengthening, conflict mitigation, essential services and humanitarian assistance programs for host communities, refugees, IDPs and conflict affected populations throughout the Middle East. IRD is continuing a successful program to strengthen civil society using a hub-and-spoke model to empower more established civil society organizations (CSO) to mentor and partner with smaller organizations, thereby amplifying their collective voices and building the foundation for a diverse, vibrant, vocal and free civil society. The Capacity Support for Civil Society (herein and after: Project) will build civil society organizations’ capacity through training on identified areas of weakness, as well as providing cash grants to local organizations so that they can implement projects addressing community needs.

III. BIDS VALIDITY

The bids must remain valid for a period of 45 days starting from the deadline date for the submission of the bids and for 30 days from the date of notification of the award.

IV. TIMELINE

Interested bidders need to submit their bids in English only in our email at the following address [email protected] 11:59 p.m. Beirut time (GMT+3) on Monday, October 26th, 2015.

V. REQUEST FOR CLARIFICATIONS

Clarifications from bidders will be accepted up to 3 days prior to the deadline for the submission of bids. A prospective bidder requiring any clarification on the bidding documents may notify IRD in writing or by fax or email, at IRD’s address indicated in the invitation to bid on the following email address: [email protected]. Written copies of IRD’s response (including an explanation of the query but without identifying the source of inquiry) will be sent to all prospective bidders who have received the Bidding Documents not later than 2 (two) days prior to the deadline for the submission of bids.

At any time prior to the original or extended date for submission of bids (if any), IRD may, whether at his own initiative or in response to a clarification requested by a bidder, modify the bidding documents by the issue of an addendum. The addendum will be in writing and will be sent to all bidders; it will be binding upon them and will be considered an integral part of the bidding documents. Bidders shall promptly acknowledge receipt thereof in writing to IRD.

VI. LANGUAGE OF THE BID

The bid and all supporting documents shall be written/presented in English.

VII. EVALUATION AND AWARD PROCESS

Technical evaluation of the received offer will be done by IRD – Lebanon based on a Pass/Fail determination of whether the bids substantially conform to all of the stated criteria in ANNEX A. Only bidders who are deemed technically and financially compliant will be considered for further evaluation and award.

VIII. BID ACCEPTANCE

IRD reserves the right to accept the whole or part of an offer.

IX. ZERO TOLERANCE POLICY

It is IRD’s Policy that no gifts of any kind and of any value be exchanged between bidders/contractors and IRD personnel. Discovery of the same will be grounds for disqualification of the bidder/contractor from participation in any IRD’s procurements and may result in disciplinary actions against IRD personnel involved in such discovered transactions.

X. ENVIRONMENTAL POLICY

IRD’s policy is to purchase products and services which have no negative impact on the environment. The bidders(s) will follow the provisions of the relevant environmental regulations ensuring that all requirements are satisfied throughout the project implementation.
