Based in South Lebanon and under the direct supervision of the Project Coordinator, the Project Officer will be responsible for ensuring the provision of quality WASH, Shelter, NFI distribution and Protection services to beneficiaries, including all related deliverables of World Vision Lebanon (WVL) WASH project in the South and Nabatieh areas. The officer will also support coordination and engagement with municipalities and local stakeholders, and will follow up on field activities to ensure timely and effective implementation.
WASH, Shelter and Protection project activities Management:
- Under the direct supervision of the Project Coordinator, lead the field implementation of the project activities and conduct regular quality monitoring and regular progress reports.
- Conduct thorough assessments of project sites and requirements. This includes understanding the project scope, identifying potential challenges, and preparing necessary documentation.
- Coordinate with the Programs Manager, Project Coordinator and the CP and WASH Specialist for project activities.
- Plan, design, implement, and monitor WASH, Shelter, NFI distribution and Protection activities of project.
- Prepare cost estimations for water filtration, water connection and other projects activities as required.
- Lead, capacitate and closely monitor the work of the project protection facilitators and casual workers.
- Collaborate with other departments to enhance quality.
- Develop and maintain clear, updated weekly work schedules.
- Supervise and inspect contractors and service providers’ work, providing regular progress reports.
- Develop and manage plans for natural resource conservation and innovative water access solutions.
- Review and validate project documents.
- Conduct field visits for data validation.
- Ensure project implementation aligns with SOPs and donor requirements.
- Define material for implemented projects testing requirements.
- Develop specifications and interpret results.
Coordination, Information Management and Reporting:
- Maintain a daily report and track daily progress.
- Record and manage detailed monitoring procedures and results.
- Ensure accurate and well-managed infrastructure data that reflects on-ground reality.
- Validate data accuracy and infrastructure quality.
- Submit regular reports, including technical progress reports.
- Prepare and request approvals for change orders.
Perform other duties as required:
- Attend Services related meetings with sector, donors, and local authorities as requested by the line manager.
- Attend and participate in capacity building trainings locally and internationally.
- Attend and participate in WVL’s spiritual nurture and other organizational events.
- Act responsible of own security and actively contribute to a positive security culture.
- Report CP incidents as per the safeguarding policy guidelines.
- Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.
- Perform other duties as assigned by Line Manager.
Minimum Requirements:
- Bachelor Degree or Post-graduate Diploma in a development-related field (Preferred: Public Health, Civil/Environmental/Mechanical Engineering, etc.), or any related field of studies.
- 3 years of experience working in NGOs WASH, Shelter a/o Protection sectors.
- Ability to write quality reports.
- Ability to manage data effectively.
- Good organizational and time management skills.
- Good interpersonal skills.
- Ability to cope and work under pressure.
- Strong knowledge of core principles of Children Rights, Participation, Do No Harm, as well as SPHERE standards.
- Ability to maintain performance expectations in diverse cultural and difficult/sensitive contexts.
