Scope of responsibility:

Supporting the Project Medical Referent through delegated tasks and responsibilities, including administrative tasks, related to defining, planning and monitoring of medical activities and programs in the project, in order to ensure the quality of medical care and good relationships with local/national (health) authorities, in accordance with MSF policies, standards and protocols.

 

Accountabilities:

  • In collaboration with the Project Medical Referent, monitors, supervises and evaluates the implementation of medical activities in the project. Supports medical managers and supervisors in the implementation of MSF protocols, medical standards, the rules of hygiene and universal precautions.
  • Participates in the discussions on the evolution of MSF project program, contributing with his/her experience to the improvement of the overall performance, adapting to changing reality and context.
  • Represents the PMR in different internal meetings as well as, in support of the PMR, represents MSF with different external stakeholders (MOH and local medical actors).
  • Supports the PMR with the medical data collection, analysis and reporting to the Medical Coordination in the capital in order to ensure a proper monitoring of the program.
  • Supports the implementation of the project's staff health policy, appropriate patient referral, evaluation of hospital structures that can serve as reference structures for national staff and development and documentation of protocols related to referral. Participates in the medical monitoring of MSF personnel, providing preventive necessary measures, structures and emergency plans.
  • Supports in medical follow up of national staff patients (treatment, referrals, improvement, medical expenses, reimbursements), organizes the administrative aspects, the discharge of patients and return to their homes, in collaboration with the line manager.
  • Participates in defining the human resources and training needs, materials and techniques.
  • Performs other appropriate duties as requested by the PMR.

Specific activities:

  • Assisting in the draft/review of the overall project medical strategy and ensure this is properly applied on a daily basis.
  • Being in charge of monitoring the context and new needs to be assessed in the area of intervention.
  • Taking part to the exploratory missions/assessments and being in charge of filling the first assessment reports.
  • Recording assessment data in the designated medical database and communicating coordinates to the GIS focal point and/or Dep MedCo for what concern the validated place where MSF activities will be implemented.
  • Informing each shelter or health facilities focal point about MSF schedule and/or MMU’s planned visits.
  • Ensuring the continuity of relations/networking with shelters or health facilities focal point and local actors (other NGOs, UN agencies, local authorities, media, etc.) and systematically filling/updating the contact list in order to ensure information sources accuracy and its availability on regular basis.
  • Representing MSF externally together with the PMR or alone (when delegated) and negotiating on behalf of the project/medical coordination in close cooperation with the PMR based on beforehand agreed messaging.
  • Assisting in safeguarding and promoting MSF’s image externally.
  • Participating to internal briefings and debriefings of the medical team members and promoting communication and active participation in the development of the project.
  • In the PMR absence, directly supervising the project teams and participating in the management of the medical team.
  • Contributing to tailoring weekly/monthly activities’ reports.
  • Being in charge of briefing newly recruited staff, in collaboration with the PMR.
  • Translating and reviewing documents and acting as an interpreter when needed.
  • Being in charge of minutes tracking of official and external meetings.
  • Being contactable by phone and available to assist the PMR with important context, and operational issues that may occur outside of regular working hours unless otherwise agreed with the PMR (e.g., holidays).

 

Requirements:

Education

  • Essential: Medical/paramedical degree, or related 

 

 

 

Experience

  • Desirable: 2 years of experience in a supervision/management position
  • Desirable: experience in public health institutions and the health system in a programme management or governance position
  • Desirable: networking experience across the health local actors and international NGOs
  • Desirable: experience in a clinical or a managerial position local or international NGOs

 

 

 

Languages                         

  • Essential: Full professional proficiency (reading, writing, and speaking) in English and Arabic.
  • Desirable: Proficiency in French at any level.

 

 

Knowledge

  • Essential: Intermediate to Advanced knowledge of MS-Office applications (Word, Excel, Outlook, PowerPoint).
