What we are looking for

A senior Project/Programme Manager and/or Adviser in a humanitarian/recovery context with proven technical expertise and strategy development experience in international human rights and refugee law, protection principles and access to justice issues.

Previous experience in ICLA related interventions and knowledgeable about the Lebanon context and Syria response especially on HLP matters is preferred. 

Great analytical and writing skills with proven capability in training and capacity development.

Must be fluent in Arabic and English, both written and spoken.

This position is open to candidates who have the legal right to work in Lebanon. We are unable to provide work permits or visa sponsorships for this position.

What you will do

The purpose of the ICLA Specialist position is to develop NRC’s Information, Counselling and Legal Assistance (ICLA) Programme, provide strategic direction and ensure quality assurance, and direct the programme’s strategy and quality control. The ICLA Specialist is also responsible for mentoring, training, and building the capacity of the programme staff on all related technical matters.

In this position you will:

  • Develop the ICLA strategy and provide technical guidance that is aligned with the country, regional and global strategies and priorities.
  • Contribute to fundraising, and develop and revise funding proposals, budgets and donor reports.
  • Identify trends, technical standards, and donor priorities.
  • Follow up on compliance with contractual commitments within ICLA and ensure high technical quality and synergies in the project implementation.
  • Provide technical direction and project implementation support.
  • Ensure that key learnings are extracted from the ICLA implementation, and incorporated in the programme and staff development processes.
  • Provide capacity building to ICLA staff.  
  • Represent NRC in all relevant forums/working groups, including national authorities and donors.
  • Oversee implementation protection mainstreaming (Safe and Inclusive Programming) minimum standards across ICLA core competencies.
  • Ensure compliance with and adherence to NRC policies, guidance, and procedures.

What you will bring

Generic professional competencies: 

  • A Bachelors degree or higher education relevant to the assignment.
  • Minimum 5 years’ experience in working as a senior Project/Programme Manager and/or Adviser in a humanitarian/recovery context.
  • Proven expertise in international human rights and refugee law, protection principles and access to justice issues.
  • Previous experience in ICLA related interventions with previous experience and knowledge of the Lebanon context and response. 
  • Proven skills and experience in report and proposal writing.
  • Experience from working in complex and volatile contexts.
  • Prior experience and proven capability in training and capacity development.
  • Fluency in Arabic and English, both written and spoken.
  • Previous experience in the Syria response is an asset. 

What we offer

  • Duty station: Beirut, Lebanon. 
  • Contract:12 months Fixed-term, renewable based on performance, funding, and the need for the position
  • Travel: 25%
  • Salary/benefits: Grade 9 on NRC’s national salary scale, with accompanying terms and conditions.
