Overall Responsibility

  • To assist the Senior MEAL Officer in the set-up of IR Lebanon MEAL System, develop tools, methods and strategies aiming to improve quality of the humanitarian (emergency & development) response and accountability to affected populations.

 

Specific Roles and Responsibilities

Under the direct supervision of the MEAL Senior Officer, the MEAL Senior assistant will undertake the following tasks:

KEY Accountability area  1 : Establishing Lebanon Office MEAL System

  • Coordinate and collect feeds and inputs from program department for monthly reporting
  • Assist The MEAL Coordinator in the development of Projects database   
  • Enter data into project databases accurately, and according to the MEAL work plan within deadlines
  • Perform rigorous project data cleaning and field-level error reconciliations (Data Quality checks), jointly with the program team to ensure that the data sitting in the program data base is of integrity
  • Perform data quality checks on regular schedule and under the guidance of MEAL coordinator
  • Assist in preliminary data analysis and presentation of FOIs for sharing with the project team and partners
  • Assist in updating of M&E tools (On track) on a monthly basis; database, Progress Reports review, group reports log in sheet, outcome tracker and ECE tracker.
  • Assist in compiling data to contribute towards strategic decision-making, Knowledge management, sharing best practices and program planning with program team

KEY Accountability area  2 : Organizational learning and capacity building:

  • Assist in the development of Program Data Management, Monitoring & Reporting Tools in lined with IRW Meal Framework
  • Undertakes empirical analysis, data mining and visualization to assist the MEAL Senior officer and Program Manager data reporting and analysis
  • Support the preparations of questionnaires, focus group discussion, evaluation and learning missions as requested including assistance in preparing effective presentations, and factsheets to convey messages using charts, maps, infographics and tables;
  • Support the Senior MEAL Officer in developing and managing the IM tools including dashboards, mailing system, calendar of meetings and Progress tracking tool;
  • Provide support in administration of the IR Lebanon data collection system, Including induction to staff in regards to Kobo System usage
  • Support in capacity building of staff on use of information management tools and products
  • Support the MEAL Officer in scheduling meetings, note-taking, fact-checking, and documentation support related to MEAL Tasks;
  • Perform any other related duties as requested by the Senior MEAL Officer incompliance with the scope of work

 

COMPETENCIES: Essential qualifications, skills and experience

Specific to the Post

 

  • An undergraduate qualification in the field of Management, IT, social science, statistics, economics or any other relevant academic discipline.
  • At least 2 years of relevant work experience in I/NGO. Experience of planning, coordinating and undertaking reviews and evaluations.
  • Experience of supporting the establishment of MEAL systems for humanitarian projects especially those trying to influence policy and practice  
  •  Experience in data management and storage will be an added advantage

 

Reqired skills
  • Demonstrated interest and experience in Islamic Relief Worldwide Humanitarian mission and Value;
  • Understanding of the social, economic, environment in the Project   is an advantage;
  • Experience working with Nonprofit organization is a Plus
  • Working knowledge of basic excel and statistical analysis soft wares (Epi info, SPSS, STATA etc.) is desirable.
  • Experience working with data visualization tools (i.e. Microsoft Power BI or Tableau) a plus;
  • Experience working with GIS software’s (i.e. ArcGIS) a plus
  • Ability to analyze results information by triangulating quantitative and qualitative data and evidence;
  • Good communication skills, both verbally and in writing.
  • Willingness to continually improve technical and analytical competencies
  • Desire to learn and grow professionally.
  • Willingness to contribute and work as part of a team;
  • Flexible and open to learning and new experiences; 
  • Willingness to take initiative and work independently under pressure to meet deadlines.

Desirable

  • Knowledge and experience in relation to the CHS Verification Framework.
  • Good knowledge of globally accepted humanitarian technical standards and initiatives e.g. Sphere, LEGS, INEE, CALP, SDGs, Inclusion Charter, ADCAP.
  • Emotional intelligence including empathy, listening skills and strong persuasive skills.
