Job Purpose:S/he will ensure high quality programme development, promoting value-added partnership, and monitoring, evaluation, accountability and learning (MEAL) across the Lebanon Country Programme; adapting procedures for effectiveness and efficiency in MEAL, partnership, communications/advocacy, Learning, Documentation, Grants management, Reporting, Cross cutting themes, and Complaints Response Mechanism. S/he will support the PD in the development of the funding portfolio, and ensuring quality standards such as CHS, SPHERE and Concern’s Programme Quality Guidelines.
Job Location:Based in Tripoli, with frequent visits to projects’ sites, partners’ offices and Beirut Office
Main duties & Responsibilities:
Programme Quality
- In consultation with the CD, PD, DO and Technical Advisors at country and headquarters (HQ) levels, lead on relevant contextual analysis, programme reviews and evaluations.
- Coordinate processes to ensure programme adherence to CHS commitments and SPHERE standards, in consultation with PD and Technical Advisors in country and HQ, as required.
- Ensure that Concern mainstreaming polices and HCUEP (How Concern Understands Extreme Poverty) is understood by all staff and implemented at all levels.
- Ensure the highest standards of accountability, by Concern and partners, including a robust CRM with complaints, response and database handled appropriately and systematically.
- Liaise with project managers to ensure that allocated budgets for MEAL activities are utilized effectively and any necessary adjustments are requested in a timely manner.
Fundraising and Programme Development:
- Conduct and periodically update a desk review and analysis of the current donor and stakeholder profile in country: their priorities for investment, potential calls
- Provide information to the DO and fundraising teams in Dublin, London and New York to identify opportunities for funding and information dissemination
- Be aware of and engage in networking opportunities where there is likelihood to learn about/engage with new opportunities/priorities for the country, relevant to INGO work.
- Support the PD in programme development and increasing the donor portfolio, through the Grants Management System (GMS) and liaison with the Desk Officer (DO).
- Participate in go-no-go discussions with the Country Director (CD), PD, Area Coordinators (ACs) and Technical Advisors for evidence based decision making on funding opportunities identified.
- Coordinate the development of proposals and support local partners to respond to new call for proposals.
- Support the PD and the programme team during proposal development, linking Grants and M&E functions for evidence based theory of change and log frames with SMART indicators.
- Participate in preparing accurate and realistic budgets for donor proposals and as part of Concern’s internal budget procedures, ensuring that MEAL activities are adequately covered.
Grants management:
- Take responsibility for grant compliance for the Lebanon Programme.
- Supervise the grant reporting schedule, ensuring timely and accurate financial and narrative reporting, for timely submission, in the correct formats, as per donor agreements.
- Liaise with the Desk Officer (DO) and Country Finance Controller (CFC) to file the contract documents and correspondence for grants – both active and archived grants, and update the online Grants Management System (GMS).
- Ensure that programme, finance and systems teams are aware of key donor compliance issues through grant start up workshops, sharing audit information, trainings etc.
- Manage the use of Concern’s Grants Management System (GMS), including assisting Grant Owners with data entry and document upload, and ensuring that GMS is up-to-date and in use
- Lead on the use of other relevant GMS as applies to UNOCHA, UNFPA, UN Portal, the ERP, etc, in liaison with Country Director (CD), PD and DO.
- Liaise with the finance department and project managers and submit financial and narrative reports to donors as per donor agreement and compliance guidelines.
Partnership:
- Oversee the development and implementation of Concern Lebanon’s Partnership Strategy alongside with the Grants and Partnership Specialist, ensuring alignment with organizational goals and value-added collaboration.
- Finalize the selection of potential partners and make sure that due diligence assessments, and other procedures are followed.
- Lead negotiations with local partners and ensure the signing of partnership agreements or MOUs in consultation with the Programme Director.
- Monitor and supervise the development of partner organization capacity assessment and development plans.
- Make sure that the progress of partners and Concern against the objectives of the projects are tracked.
- Oversee the provision of technical assistance in relevant aspects of organizational development, financial and project management with Grants and Partnership Specialist, and ensure timely capacity building support from relevant Concern departments.
- Supervise the maintaining of an organized database and documentation for mapped partners, due diligence assessments and associated documents, and partnership agreements/reports, etc.
- Identify new value added partners/ partnerships with support from the Partnership & Grants Specialist & PD.
Capacity Building:
- Oversee the design and implementation a capacity sharing plans for all relevant Concern and/or partner staff on relevant areas of programme, governance, finance and operations, including Donor compliance.
- Conduct staff capacity building through mentoring, coaching and identifying other professional development opportunities for members of the Programme Quality and MEAL team.
Knowledge and information management:
- Edit and compile annual programme reports as per the dates agreed with PD, PM and HQ.
- Oversee the storage and dissemination of information within the programme, including human-interest stories, learning papers, research documents, best practices etc.
- Ensure version control of documents and filing of final reports and proposals, learning documents, survey reports and data, using the appropriate shared data space
- Ensure Concern’s presence at relevant sector meetings and dissemination of key points, attending where appropriate, and coordinate responses to sector requests.
- Oversee visibility and communications through social media, learning events, documentation dissemination, as well as engagement in advocacy platforms and spaces as relevant.
- Promote a culture of shared learning across all programme sectors and with colleagues in the region including participating in organising quarterly programme meetings
Responsibilities in link to people management:
- Participate in recruitment processes for direct reports;
- Support the capacity building and career development of direct reports through technical guidance, on-the-job training, coaching, proper induction, or through other relevant capacity building activities;
- Ensure that direct reports are complying with all organizational policies and procedures;
- Provide direct subordinates with clear job descriptions, conduct role briefings for new hires, and update objectives as per the departmental / organizational goals;
- Organize and distribute work within the team to meet departmental and organizational needs efficiently while ensuring fair workloads for team members;
- Monitor and assess performance through feedback when relevant and appraisals, holding staff accountable for their objectives and providing corrective and constructive feedback as needed;
- Promote team motivation, monitor well-being, and contribute to fostering a healthy working culture;
- Conduct periodic follow-up meetings with direct reports to provide support and address their challenges;
- Facilitate communication and coordination within the team and with relevant departments;
- Address and mediate team conflicts, involving HR as appropriate.

Responsibilities in link to Complaint Response Mechanism (CRM) Accountabilities:
- In line with Concern’s commitments under the Core Humanitarian Standard (CHS):
- Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
- Work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
- Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.
Other:
- Actively participate in collective exercises such as preparation or updates of Preparing for Effective Emergency Response (PEER) plan, Security Management Plan (SMP) and other Concern initiatives.
- Take active measures to address equality issues, particularly relating to gender, in programme as well as operational activities.
- Ensure the highest stands of accountability through ensuring good communication and information sharing within and outside the organisation.
- Be aware of, understand and comply with all of Concern’s policies and procedures (P4, finance, logistics, HR, security management etc).
- Contribute to ongoing security management and planning as necessary.
- Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
- Undertake other related duties as may reasonably be assigned by the CD or PD.
Requirements:
Essential
- Post Graduate Degree in Development (social science, NGOs management, political science, community development, or similar ) or a related discipline
- 5 years of experience in a similar area, including: grants management, partnerships management, programme development, MEAL, and Programme quality.
- 3 years’ of experience leading and managing a team
- Experience in proposal development for a range of institutional donors
- Experience of working in a high pressured, results focused and dynamic environment
- Experience of budget development and financial reporting
- Excellent writing skills, in English, with strong computer skills particularly Microsoft office
Desirable
- Specific experience with UN agencies, US donors, ECHO and/or other donors is a big advantage
- Trained in quality standards such as SPHERE, HAP, Red Cross Code of Conduct, CHS etc
