Position’s mission:

Under the supervision of the Project Manager and in close collaboration with the Regional Technical Unit (RTU), the iGBV Technical Officer (Level 1) provides technical expertise and guidance on disability-inclusive GBV to project staff, partners, organizations of persons with disabilities (OPDs), and relevant stakeholders. The aim of this project is to enhance the inclusion of women and adolescent girls with disabilities in GBV prevention and response. As part of an interdisciplinary team—including the iSRHR officer, Rehab, and MHPSS—the iGBV Technical Officer is responsible for implementing, monitoring, and evaluating the project's iGBV activities.

 

Line managed by: Project Manager

Functionally reports to: iSRHR Regional Technical Specialist, global GBV specialist

Interacts with:

- Internally: Country manager, Deputy country manager, project team, RTU, MEAL, support services staff.

- Externally: The project partners, Organizations of Persons with Disabilities (OPDs), other GBV stakeholders including local organizations, INGOs and UN agencies in the area of implementation, relevant Clusters/Sector working groups.

Missions / Responsibilities

Responsibility 1: Provides technical expertise and guidance on disability inclusive GBV to project’s team members, partners and relevant stakeholders, including OPDs.

Aim: Ensure that the project team and partners understand and are able to apply disability-inclusive GBV modalities in compliance with the HI technical framework and global standards.

Tasks:

  • In collaboration with technical colleagues, contribute to the development of technical tools and/or adaptation of methodologies for the project implementation, including the development of capacity building packages (training needs assessment tools, training manuals and materials, pre-post training tests, users’ guidelines, etc.) in line with global standards;
  • Contribute to assessing HI project team and/or consortium partner capacity building needs, to define suitable training plan and training package.
  • In collaboration with technical colleagues, train project’s partners and relevant stakeholders on the integration of disability inclusion aspects into their GBV prevention and response programs.
  • Facilitate capacity strengthening and ad-hoc technical guidance and coaching to social worker safe identification, safe disclosure and referral and confidential DGA data collection and storage;
  • Produce training and coaching reports and coordinate feedbacks with the service providers for strengthening continuous staff development.
  • Ensures technical learning from projects by leveraging lessons learned and best practices.
  • Consult with OPDs and ensure their meaningful participation in capacity strengthening activities.

 

Responsibility 2: Under the supervision of the PM and in coordination with the technical team (particularly MHPSS and SRHR colleagues), support the implementation, monitoring and evaluation of the inclusive GBV activities.

Aim: To ensure the effective implementation and continuous improvement of disability inclusive GBV activities by overseeing their implementation, facilitating capacity building, and ensuring monitoring and evaluation in line with international standards and project goals

Tasks:

  • Implementation and Supervision:
  • Supervise the project's implementation, adhering to the various stages of the project cycle in close collaboration with project partners and OPDs.
  • Perform regular monitoring and support visits to project intervention areas to oversee activities and ensure adherence to project plans.
  • Develop and implement disability inclusive GBV action plan in collaboration with consortium partner, social worker and OPDs.
  • Facilitate effective coordination between the project team and other members of the technical unit for support requests and regular meetings, ensuring quality control and intervention efficacy.

 

  • Monitoring and Evaluation:
  • Monitor achievements and indicators according to the logical framework and develops necessary tools to support effective project evaluation and decision-making.
  • Ensure the collection and compilation of project-related data in the project database, in collaboration with the MEAL team.
  • Engage in efforts to capitalize on project experiences, such as collecting testimonies and sharing best practices, enhancing knowledge management within the project and broader community.

 

  • Capacity Building and Support:
  • Provide ad-hoc support, coaching, and follow-up to the project’s partners, actors, and stakeholders, particularly during the implementation of activities.
  • Deliver training and coaching on disability-inclusive GBV to partners and stakeholders in collaboration with OPDs, based on identified needs and planned activities within the project framework.

 

  • Reporting and Communication:
  • Is responsible for filling in and updating reporting tools, including monthly situation reports in collaboration with the PM and other team members.
  • Provide regular updates to the hierarchical supervisors (PM and technical) and writes both internal and external reports that comply with deadlines, donor requirements, and quality standards.
  • Regularly communicate with the consortium lead to discuss the project's progress, challenges encountered, and potential solutions.

Responsibility 3: Networking and representation

Aim: To promote externally HI’s visibility, capacity and expertise in the field of disability inclusive GBV

Tasks:

  • Contribute to HI's external influence by actively participating in local GBV networks and conferences, promoting disability inclusion and advocating for inclusive practices within the GBV.
  • Communicate about the project with partners, authorities, and stakeholders, as appropriate.
  • Establish and maintains collaborative working relationships with relevant representatives from the Ministry of Health (MoH/ Ministry of Social Affairs (MOSA)and key GBV stakeholders
  • Share lessons learned and best practices to enhance the efficacy and impact of disability inclusive GBV initiatives.
  • Actively engages with OPDs to ensure their meaningful participation throughout the project cycle. This includes involving them in planning, decision-making, and evaluation processes to ensure that GBV information and services are inclusive.

Contributes to the drafting of new proposals for new opportunities, as appropriate

Education:

  • Essential: Bachelor social work public health or equivalent degree
  • Experience:
  • Essential: Experience working with persons with disabilities or marginalized groups is an asset
  • Essential: Minimum 3 years’ experience in GBV prevention and response
  • Desirable:Proven knowledge of referrals mechanisms and follow up
  • Desirable: Skills in developing training and providing coaching for capacity building

Skills:

  • Fluent in Arabic and English
  • Proficient with Microsoft Word and Excel
  • Ability to develop information material
  • Analytical skills
  • Ability to work with partners, civil society organizations or public authorities
  • Skills in users centered approach
