Call for an Animated Video Producer

Background:

SIF is preparing a campaign for World Sign Language Day, featuring a brief animated video of less than one (1) minute. The video will be subtitled in sign language and aims to raise awareness about the rights of children with special needs and their inclusion in education. Additionally, it will highlight relevant Lebanese laws and MEHE national policies.

Purpose:

The purpose of this TOR is to engage a video animation producer to create a concise and impactful animation that effectively communicates key messages about the inclusion of children with disabilities in education. The final product should be engaging, accessible, and informative, suitable for both digital and social media platforms. The TOR includes integrating sign language into the animation, with a sign language instructor provided by SIF.

Scope of Work:

1. Concept Development:
   • Collaborate with SIF to develop and refine the narrative and animation style. SIF will provide initial ideas and all relevant laws and policies to be included in the animation.
   • Create a storyboard that outlines key scenes and messages.
2. Animation Production:
   • Produce a high-quality animated video of between 50 seconds and one (1) minute.
   • Incorporate voice-over narration provided by SIF.
   • Include sign language subtitles, integrating footage of the sign language translator provided by SIF.
3. Voice-Over:
   • Record and integrate voice-over narration into the animation, as provided by SIF.
4. Sign Language Integration:
   • Record the sign language translation provided by SIF.
   • Integrate this footage into the animation, ensuring alignment with subtitles.
5. Revisions:
   • Provide opportunities for feedback and make necessary revisions to meet SIF’s requirements.
6. Final Delivery:
   • Deliver the final video in a format suitable for both digital and social media use.

Requirements:

1. Technical Proposal:
   • Overview of the company or freelancer, including relevant experience and technical capabilities (1 page max).
   • Showreel of previous animated videos, including examples relevant to educational or disability-focused content.
2. Portfolio:
   • Portfolio of relevant previous work, including URLs or samples of animations and sign language integration if applicable.

Consultant Profile:

• The service provider should have experience in producing video animations.
• Experience in creating animations related to educational content or disability topics is desirable.
• The consultant may be a freelancer or a company.

Expected Deliverables:

• Storyboard that outlines key scenes and messages.
• Complete production of a 2D animated video as specified.
• Creation and integration of sign language subtitles, including recording and incorporating footage of the sign language instructor.

Duration:

The Scope of Work is anticipated to take approximately two (2) weeks and take place in September and/or October 2024.

Intellectual Property:

All materials and graphics produced under this agreement will be owned by SIF.
