Secondary Healthcare Officer (SHO)

The Secondary Healthcare Officer (SHO) will serve as the primary focal point of contact for the implementation and coordination of the subsidization initiative at the supported hospital. This project aims to provide financial contributions to support vulnerable patients’ access to necessary secondary healthcare services. The SHO will work closely with healthcare providers, hospitals management and project stakeholders to oversee the smooth execution of this component. In addition, the SHO will be responsible for supervising the implementation of IOCC's nutrition, ECD and Psychosocial Support components.

Responsibilities and Essential Functions

1. Plan, supervise and monitor the implementation of IOCC's activities in South and Nabatiyeh, which include hospitalization coverage, nutrition, ECD and the Psychosocial Support components.
2. Support in the identification of hospitals that will be included in the project
3. Draft and/or review necessary Memorandum of Understanding (MoU)related to the hospitalization component and follow up with the hospitals on the signature of the MoUs and execution of activities.
4. Build good relationships with the supported hospitals to perform the required duties.
5. Coordinate with the project team to ensure proper referrals to the hospitals and follow up on patients’ admission to the hospitals.  
6. Coordinate frequently with IOCC’s Medical Specialist to ensure proper implementation of the project
7. Clarify the eligibility criteria for the subsidization program to the hospitals’ staff and support with screening patients for eligibility when needed
8. Ensure that the program is being implemented according to IOCC’s policies and procedures
9. Prepare related payments, coordinate with finance department to ensure proper disbursement and maintain accurate and proper records and documentations as per IOCC’s policies and procedures
10. Ensure proper data entry for patients benefitting from the program and prepare reports as needed
11. Coordinate with the malnutrition monitor and oversee the flow of work at the malnutrition supported centers, including subsidization of transportation and consultation fees, treatment availability, reporting, and capacity building.
12. Supervise project team at the area level including PSS officer and malnutrition monitor, and ECD specialists, participate in the recruitment process of team when applicable and conduct regular staff meetings to ensure proper fulfillment of tasks.
13. Assess, discuss and address program challenges with team and project coordinator
14. Arrange visits for donors and represent IOCC during visits to the field. 
15. Establish strong links and relationships with program stakeholders internally and externally including PHCCs, hospitals, active NGOs, beneficiaries, municipalities, MoPH PHC Coordinators and donors.
16. Attend and participate in IOCC meetings as well as all Health and Nutrition Working Group coordination meetings and other working group meetings as needed or requested
17. Submit reports to the project coordinator as needed, and follow up on the monitoring and evaluation activities to ensure timely internal and external reporting
18. Report back to Project Coordinator on a regular basis.
19. Perform other duties as required or assigned.

1. Experience:

• At least 3 years work experience; or 1 year work experience with M.Sc.
• Previous experience in NGO, and humanitarian field is an advantage
• Previous experience in health program implementation is an advantage

Working Conditions

• Stationed in the field, with frequent visits to IOCC office
• Candidate should have a car
