Duties and Responsibilities:
Summary of Key Functions:
Support the implementation of the livelihood components of the program.
Contribute to strategic positioning and development of the livelihood and income-generating components.
Support policy action on livelihoods, community development, and poverty alleviation.
Coordinate with the program staff, in particular the M&E Officer to develop monitoring plans, data collection, methodology, and procedures.
Reports to the Field Operations Officer and the Country Director.
Facilitate communication and knowledge management.
Key Responsibilities:
Support the Implementation of Livelihood Components:
Ensure the implementation of the livelihoods and income-generating components of the program against the annual work plan, targets, time plans, and result indicators.
Develop internal monitoring and operational plans to facilitate program implementation.
Implement program operations, including identifying appropriate implementation modalities, initiating procurement, including the formulation of ToRs and scopes of work for consultants and experts, and support procurement including supplier selection, if and when required by management.
Support field-based implementation of program activities, guiding area-based staff on field implementation and monitoring.
Monitor and follow up on program implementation of partners (contractors, consultants, grantees) in accordance with agreements, work plans, deliverables, and timelines.
Ensure timely and quality progress and financial reporting by partners in line with agreed templates and schedules; review reports and provide feedback.
Provide inputs and feedback to reporting.
Ensure systematic documentation and filing.
Support Strategic Positioning and Development of Livelihood Components:
Support the development of livelihood-related components of GATE Lebanon’s area-based development programs through assessment, design, and stakeholder consultation.
Oversee the implementation of livelihood-related components of GATE Lebanon’s area-based development programs through close monitoring missions.
Collect and analyze information on the context for livelihoods.
Identify opportunities for developing GATE Lebanon’s profile in livelihoods and recommend actions to capitalize on these opportunities.
Develop new livelihood initiatives that align with the program strategy for using livelihoods to strengthen social cohesion.
Draft or provide technical inputs and feedback to concept papers and proposals.
Lead or support program formulation missions.
Maintain regular interaction with national and local stakeholders to collect information on ongoing and planned activities.
Support Policy Action on Livelihoods, Community Development, and Poverty Alleviation:
Regularly liaise with relevant government institutions, UN agencies, INGOs, NGOs, and CSOs to understand ongoing policy initiatives and identify GATE Lebanon’s potential role and contribution to policy initiatives.
Support the development of initiatives and partnerships that facilitate knowledge management on livelihoods, poverty alleviation, and their linkages with social cohesion and peacebuilding.
Undertake capacity development of partners and stakeholders.
Represent GATE Lebanon and the program in coordination and policy forums.
Facilitate Knowledge Building and Sharing:
Organize and facilitate training, information-sharing, and knowledge-sharing events for GATE Lebanon personnel and partners on the initiative as thematic experts on livelihoods.
Formulate case studies and communication materials.
Impact of Results: The key results have an impact on the success of country programs within specific areas of cooperation. In particular, the key results impact the design, operation, and programming of activities, creation of strategic partnerships, and reaching resource mobilization targets.

Required Skills and Experience:
Education:
B.Sc. Degree in development, economics, social sciences, Food processing, Agriculture Engineering or related field (Masters is a plus).
Experience:
Minimum 3 years of relevant experience in the design, implementation, and management of livelihood recovery and development programs.
Experience in post-conflict and early recovery contexts.
Experience building and maintaining partnerships with government, other development partners, and the private sector.
Prior experience in NGOs field and donors is an asset.
Language Requirements:
Written and oral fluency in Arabic & English.
