Key Responsibilities:
- Lead the development of Procurement Plans in adherence to internal and donor guidelines.
- Validate and revise Procurement Plans to align with actual implementations and forecasts.
- Consolidate and disseminate updated Procurement Plans as necessary.
- Propose advanced procurement strategies to optimize efficiency at the mission level, such as consolidating purchases or establishing framework agreements.
- Regularly update and communicate procurement data using dedicated tools, including suppliers' lists, price lists, and procurement validation follow-up.
- Act as the primary contact in the procurement & logistics department for overseeing and circulating information on procurement file validation between program and support teams.
- Scrutinize procurement files for validation, ensuring the completeness and accuracy of documentation.
- Ensure compliance of procurement files with internal Procurement Procedures and Donors' guidelines.
- Collaborate with department teams to address any issues identified in procurement files and complete or correct required documentation.
- Aid in identifying and quantifying centralized purchase needs in coordination with department teams.
- Draft contracts, service contracts, and suppliers' contracts for review.
- Lead the implementation of market studies and various procurement procedures at mission levels such as RFQs, Direct Purchases, Tenders, LTAs, etc…
- Review and submit purchase files requiring payment to the finance department.
- Oversee and report the inventory of SAMS' offices and warehouses on a periodic basis.
- Assist in preparing for internal and external audits.
- Spearhead the archiving process, ensuring compliance with internal and donor guidelines for both physical and digital records.
- Coordinate logistics related to medical missions in Lebanon in collaboration with other departments.
- Maintain well-organized archiving of all medical missions' logistics documents, suppliers, transportation records, etc.
- Ensure the confidentiality of all correspondence, information, and operations.
- Any other duties requested by supervisor related to scope of work
Desired Education and Essential Skills:
- University degree in a related field, such as Business Management.
- Two to three years of relevant work experience in procurement and logistics, preferably with international NGOs and/or community-based organizations.
- Excellent verbal and written communication skills, including drafting project proposals and reports.

- Strategic Procurement and Logistics: In-depth knowledge of strategic procurement processes, supply chain management, and logistics operations.
- Compliance Management: Understanding of internal and donor guidelines to ensure compliance in procurement and logistics operations.
- Detail-Oriented Leadership: Meticulous in verifying documentation, ensuring accuracy and completeness of procurement files, and maintaining precise inventory records.
- Analytical Thinking: Ability to analyze procurement data, identify opportunities for process improvement, and enhance cost efficiency.
- Effective Communication: Strong written and verbal communication skills to coordinate with various teams, suppliers, and stakeholders.
- Strategic Organization and Time Management: Exceptional organizational skills to manage multiple tasks, prioritize responsibilities, and meet deadlines.
- Advanced Archiving and Documentation: Proficient in archiving physical and digital records, following internal and donor guidelines for document management.
- Problem-Solving Leadership: Ability to identify issues, propose solutions, and address challenges in procurement and logistics operations.
- Collaborative Teamwork: Demonstrated ability to collaborate effectively with colleagues and departments to ensure smooth operations and achieve organizational objectives.
