Solar System

The Lebanese Association for Scientific Research (LASeR) invites qualified contractors to submit
prequalification applications for the installation of solar energy systems across various sites within the
Tripoli area in North Lebanon.

Performance Standards:

All services must be provided and installed in full compliance with the relevant rules, regulations, and

statutes currently enforced in Lebanon. This includes adherence to all technical, safety, and

environmental standards applicable to solar energy projects.

Qualifying Conditions:

Interested bidders must meet the following criteria and provide the accompanying documentation:

1. Licensing and Legal Documents:

o Valid company/institution licensing.

o Copies of the following documents:

• Commercial Register
• Commercial Broadcasting License
• Certificate of Registration with the Ministry of Finance
• Certificate of VAT Registration (if available)
• ID card of the company/institution owner.

2. Technical Experience:

A portfolio demonstrating the completion of at least one solar energy project with a capacity of at least 200 KW. The portfolio should include project details, client references, and any relevant performance certificates.

3. Financial Stability:

Audited financial reports for the previous three fiscal years.

Site Visit:

Only prequalified bidders will be invited to a mandatory site visit to further assess the project requirements.

Payments:

Payments will be made from the LASeR account through bank transfer to the supplier's account in US

dollars (fresh money), based on the agreed terms and conditions, and completed after installing the required system and obtaining the project technical team's approval, as follows:

• Advance Payment: 20% of the contract amount upon contract signature. 
• Progress Payment: 30% of the contract value upon the full installation of the steel structure and delivery of PV panels to the site.
• Completion Payment: 40% of the contract value upon satisfactory completion of 100% of the works, after testing and commissioning of the system (handing-over).
• Retention: 10% of the contract value will be retained as a guarantee for 1 year after the signature of the system handing over.
• All payments will be made through a fresh USD check that can be withdrawn in fresh USD from the bank.
