Project Context and Scope

The International Organization for Migration (IOM) is implementing a 15-month project that aims at improving access to labour and educational mobility pathways for Syrian refugees and Lebanese jobseekers in Lebanon.

Regular migration pathways enable people to move to, enter, and stay, temporarily or permanently, in a given State in ways that are authorized by the law of that State and international agreements to which it is a party. IOM’s work on facilitating regular pathways involves efforts to support States in establishing new regular pathways, help expand and implement existing ones, and enhance regular pathways for better impact. Regular pathways are put into practice through a broad range of interconnected implementation mechanisms and interventions throughout the migration cycle. These can include, but are not limited to, documentation and legal identity services, visa systems, protection needs and vulnerability screening, health and social services, ethical recruitment processes, skills training and recognition, integration and safe and dignified return and reintegration support.

 

As part of the project, IOM seeks to engage an experienced consultant who will conduct a desk-based review and selected key informant interviews (KII) on existing labour and educational mobility pathways for refugees targeting the abovementioned destination countries.

The consultant will work under the direct supervision of the Senior Specialist for Labour Migration of the IOM Lebanon Labour Migration Unit, with coordination from the Head of Programmes.

The information collected through the desk review and KII will be presented in a comparative manner and in the form of:

  1. A narrative report including:
    • Brief description of the programmes
    • Target populations and requirements for eligibility to the programmes, including documentation required of participants
    • Process flow mapping including identification of stakeholders and partners involved in the implementation of the programmes
    • Challenges and lessons learnt in the programme implementation
    • Opportunities for scale up
    • An annex including a list of shortage occupations in the selected countries[1].
  2. A simplified aide memoire/ desk aid in Excel
  3. A power point presentation of findings

Labour programmes to be reviewed include but are not limited to the Economic Mobility Pathways Pilot (EMPP) and related programmes in Canada; the Community Support Program in Australia; the Skilled Refugee Labour Program in Australia; the Displaced Talent Mobility Pilot and Healthcare Pilot in the United Kingdom; and the Welcome Corps at Work in the United States. Educational pathways include international students' scholarships and related programmes. Participants to the KII will be selected together with IOM. Findings will be presented virtually to IOM in a final validation workshop.

Tangible and measurable outputs of the work assignment

  • First Deliverable – Draft report of labour and educational pathways programmes available for Syrian refugees in Lebanon – Deliverable by 01 October 2024 – 40%
  • Second and Final Deliverable – Final report including incorporation of IOM comments from a validation workshop with IOM Lebanon project leads – Deliverable by 30 October 2024 – 60%

Performance indicators for the evaluation of results

  • Good quality desk review and key informant interviews (KII) completed.
  • Deliverables submitted in a timely manner

Education, Experience and/or skills required

  • Extensive professional experience working in the area of labour migration and complementary pathways, including  for refugees and migrant workers;
  • Experience in conducting research on the topic of labour and educational pathways, with a special focus on the refugee population;
  • In depth knowledge of the broad range of migration-related subject areas that intersect with regular labour mobility pathways, in particular in the Middle East region;
  • Experience in private sector engagement related to regular labour mobility pathways, in particular good knowledge and skills to engage with employers in countries of origin and destination;
  • Link to previous relevant publications to be included in the CV.

 

Nature of the consultancy: Category B: Mapping and comparative analysis of existing labour and educational immigration programmes available for refugees (complementary pathways) and Lebanese jobseekers (temporary or permanent labour mobility pathways) from Lebanon bound to Australia, Canada, selected European countries (Belgium, Ireland, Italy, France, Germany, Portugal, Slovakia, Spain, the United Kingdom), New Zealand, and the United States.

 

Duration of Consultancy: An anticipated maximum of 30 working days ideally between 15th of September 2024 till the 30th of October 2024.

Note: This consultancy is home-based. The fees for this consultancy is at Level 2 as per the Fee Setting Guidelins IN84 Annex 9, for an all-inclusive fee between USD 8,000 and USD 11,500.
