Project Background

The Lebanon Community Support Program (CSP) is a multi-year project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Beqaa regions.

Under Task Order No. 3 (TO 3). The project provides technical assistance to municipalities, civil society organizations (CSOs), the private sector, or other entities to increase capacity and ensure sustainable impact in providing key essential services.

As part of its sustainability plan for the Knowledge Management Portal (KMP), CSP/TO3 has transferred the KMP to Notre Dame University’s (NDU) online library. This initiative ensures that the resources are publicly accessible and utilized for educational and training purposes. CSP is collaborating with NDU, specifically with the Lifelong Learning Center (LLC), to design and implement a comprehensive training program targeting municipalities, NGOs, and public administration students. The program includes the development of a “Professional Diploma in Municipal Studies,” specialized training courses, and the creation of an institutional framework to manage these initiatives effectively.

Summary of Position

The Project Manager will be responsible for overseeing the successful implementation and management of the Municipal and NGO Training Program under the Capacity Building and Technical Assistance Task Order (TO 3). This role involves coordinating with multiple stakeholders, including CSP, NDU, municipalities, NGOs, and experts, to ensure that the program's objectives are met within the specified timeline and budget. The Project Manager will be responsible, under the supervision of the TO3 Director, for the planning, execution, monitoring, and reporting of all project activities, ensuring alignment with USAID’s goals and compliance with CSP’s operational standards.

Specific Duties and Responsibilities

The Project Manager will be responsible for the implementation of all aspects of the Municipal and NGO Training Program, ensuring that all activities are aligned with USAID’s goals and comply with CSP’s operational standards. The scope of work includes but is not limited to the following responsibilities:

Oversee Implementation: Manage the execution of the Municipal and NGO Training Program in strict adherence to the approved work plan. Ensure that all project activities are carried out within the set timeline and budget.

  • Provide Guidance: Offer continuous guidance to staff, the NDU team, and other stakeholders to ensure the program is implemented according to the set targets and objectives.
  • Grant Agreement Oversight: Supervise the implementation of the grant agreement with NDU, ensuring alignment with the agreed-upon timeline, deliverables, and objectives.
  • Quality Assurance: Ensure the delivery of high-quality training sessions, including the development of training materials, selection of trainers, and documentation of training outcomes.
  • Compliance: Ensure all training activities comply with USAID rules and regulations, particularly concerning vetting processes.
  • Program Monitoring: Regularly monitor the progress of all project activities to ensure they meet the defined goals and objectives. Identify challenges and provide solutions to keep the project on track.
  • Reporting: Draft and submit all required program reports, including quarterly and annual reports, to the TO 3 Director. Ensure that these reports reflect accurate program data, results, successes, and challenges.
  • Program Highlights: Develop program highlights that showcase key achievements and milestones to be shared with USAID and other stakeholders.
  • Stakeholder Engagement: Act as the primary liaison between CSP, NDU, municipalities, NGOs, experts and other local partners. Facilitate communication and coordination to ensure all parties are aligned and informed throughout the program’s lifecycle.
  • Weekly Updates: Provide weekly updates to the TO 3 Director on the progress of the training programs, including timelines, challenges, and proposed solutions for moving forward.
  • Documentation: Ensure that all program-related documentation, including reports, training materials, and communication records, are properly maintained and accessible.
  • Additional Responsibilities: Undertake other duties as assigned by the TO 3 Director.

Qualifications

    • A bachelor’s degree is required.
    • Minimum of 5 years of relevant experience in project management, preferably in capacity building, training, or technical assistance programs.
    • Preferred experience working with municipalities, NGOs, or academic institutions in Lebanon or similar contexts.
    • Familiarity and experience working on projects with a capacity building component is preferred.
    • Proven ability to work collaboratively across diverse sets of stakeholders.
    • Excellent communication and interpersonal skills, with the ability to work effectively with a diverse range of stakeholders.
    • Knowledge of USAID’s rules, regulations, and procurement practices preferred.
    • Fluency in spoken and written Arabic and English required.

Location of the Assignment

The Project Manager will be based in CSP office

Duration of the Assignment

The Project Manager position will commence as soon as possible and is expected to conclude on June 31, 2025.

Reporting

The Project Manager will be reporting to the TO3 Director, or equivalent.
