Terre des hommes- Lausanne is seeking a qualified Project Officer based in Beirut Area or Surroundings (BML).

Only candidates subsiding in the above-mentioned areas with a valid driving license will be considered further in the recruitment process.

The project o0fficer is responsible for contributing and applying Tdh’s strategy, developing interventions, supporting the implementation of the project according to the programmatic framework, and representing the organization among local actors in the specific area of operation.

Under the management of the Project Manager, the Project Officer will perform the following tasks:

Job Duties & Responsibilities

Project Implementation:

  • Promotes, facilitates, and encourages the achievement of the action plan and objectives for each GBV and CP case worker, FPSS Facilitator and WGSS Facilitator who are working directly in the field with girls, women, families, and stakeholders of the project locations they are allocated to.
  • Is a Tdh focal point in the community and represents the organization.
  • Facilitates, collects, and reports information regarding the overall situation of the children, girls and women, and their families in the community, with specific attention paid to the project beneficiaries.
  • Identifies, networks, and connects GBV/CP resources to the beneficiaries, community, and community structures.
  • Regularly update the mapping of relevant stakeholders in the target area.
  • Contribute to the preparation of the project quarterly, midterm review and annual reviews.
  • Ensure strong interlink between different response components (CP CM, FPSS, CBPSS, GBV CM, A2J, etc.).
  • Be the focal point for CP/GBV monitoring mechanisms in the BML South.
  • Support TU and M&E teams in needs assessments, situation analysis, and other exercises.
  • Support any other tasks requested by the Programme Managers and/or Programme Coordinator.

 

Coordination & Communication:

  • Maintain regular coordination meetings with the partners to assess the progress made under project implementation.
  • Maintain regular coordination meetings with the Project Manager, Program Managers, and Communication Officer.
  • Ensure proper coordination with the external consultants for Social Behavioural Change.

Fundraising and reporting:

  • Contribute to the development of project proposals.
  • Ensure that all partners provide reports as per their partnership agreement and control narrative reports before sending them to the Project Manager.
  • Deliver quality reports about project progress (target + qualitative information) to the Project Manager.
  • Deliver quality reports about the situation in the South to Program Managers.
  • Ensure official reporting of any incident related to child protection. 

Representation:

  • Represent Tdh in different working groups.
  • Within its field of activity, strengthen and develop synergies with government institutions, the rest of NGOs, and local organizations.
  • Liaise with municipalities for access to new areas of operation.
  • During emergencies, coordinate with all the agencies in his/her discipline represented in the country as part of the inter-agency processes of evaluation, planning, and coordination of responses.
  • Foster the correct communication and visibility of the projects and the foundation.
  • Implement the agreements signed with partners.
  • In general, make sure that a positive and professional image of the Foundation is conveyed. In particular, ensure that the Foundation's mandate, thematic policies, ethics, values, and views are followed in relation to third parties.

Organisational Policies:

  • Respect the Tdh's Global Code of Conduct (GCD), Child Safeguarding Policy (CSP), Prevention from Sexual Exploitation and Abuse Policy (PSEA), and Policy on Gender and Diversity and its principles of child protection, ensuring the policy's implementation and prompt notification of the CSP/PSEA Focal Point with any information regarding potential breaches of the policy.
  • Is aware of, abide by, and promote the practices and values set out in all other Tdh policies and procedures such as the Internal Regulations, Standard Operating Procedures, and other policies.
  • Undertake all other duties that may be requested by the line manager and that are compatible with the job.
  • Participate actively in weekly and monthly coordination meetings with the line managers.

Job Requirements:

Academic Background: Bachelor's Degree in a relevant field (Psychology, social work…). Master’s degree is a plus but not mandatory.

Experience: At least 5 to 6 years’ experience in social work, with minimum 2 years’ experience as a Team Leader.

  • CP and GBV knowledge, international principles & standards, and national Standard Operational Procedures.
  • Child protection including access to justice knowledge, international principles & standards related to child rights, child-friendly justice, restorative justice, etc., sense of responsibility, trustworthiness & ethics, and good & professional attitude).
  • High level of planning, follow-up, and analytical skills

  • Availability to travel and monitor all the teams (Case Workers, FPSS Facilitators, and Community Mobilizers) in three different locations (Beirut, M. Lebanon, and South).

Reports to: Project Manager

Location/Travel:  BML and South Areas.
