In this framework, the COP will oversee the implementation of all components of the Action across the Consortium. The program aims to Contribute to safe, sustained and inclusive access to quality education and wellbeing for vulnerable out-of-school children in Lebanon.
The COP is responsible for the correct allocation of project resources for the achievement of the program’s objectives. The COP hold the chairmanship of the Consortium Programme Leading Committee (composed of AVSI and TDH-IT project managers, MEAL manager, Education specialist, Child Protection specialist, Inclusion specialist, Finance manager, Logistics manager, Communication manager), providing general leadership and technical direction to the main BTF partners, ensuring an integrated vision among different components and partners, and striving for quality of implementation and harmonization of approaches and methodologies.
The COP coordinates and regularly reports to Consortium partners Country Directors (AVSI and TDH IT), promotes synergies and coordination with other ECHO-funded actions in managing relations with the donors, and is the focal point for relations with the Donor and other external relations.
The role of the Chief of Party (COP)
The COP represents the synthesis of the work of the two partners within the Project, and:
- Facilitate the transition to ensuring adequate coordination and timely communication with ECHO not limited to the inception phase but throughout the implementation
- Act as liaison to donor and government, in coordination with the country directors: Formally regularly and accurately reports to the BTF CDs on outcomes of strategic and operational relationship with the ECHO and MEHE.
- Ensures quality programming through technical guidance, leadership, and coordination of the PLC members
- Ensure that PLC and its members works towards the project strategic objectives – attending task force and committees’ meetings when necessary
- Consolidate and approve workplans and activity, and their update
- Guide and oversee the alignment of the budget to expected results;
- Ensure compliance with AVSI HQ and donor requirements, policies and regulations
- Prepare all relevant documents for the official meetings (ECHO, MEHE etc.) sharing them 3 days in advance
- Counselor of AVSI Project Manager
- Support the assessment and management of partnership within BTF with local implementing partners.
- Lead the reporting process – timely compliance to project reporting according to contractual schedule, ECHO requirements, etc.
- Lead on the preparation for any additional ad-hoc reporting or situation reports to be shared with the donor.
- Monitor the overall quality of the program and conduct periodically field visits to the different partners gateways.
- Lead and ensure efficient preparation for the donor field visits.
- Relationship with EU – maintain regular liaising with ECHO regarding programmatic and operational issue.
