Monitoring, Evaluation, Accountability, and Learning (MEAL) Consultant

I’mpossible is looking for Monitoring, Evaluation, Accountability, and Learning (MEAL) Consultant with whom I’mpossible can establish a formal relationship to map-out MEAL tools, strategies, data collection and analysis methodologies in order to develop an improved MEAL strategy and to provide solid technical guidance and input for achievement.

  

Roles and Responsibilities

The position holder will more specifically have the following Essential Duties and Responsibilities

  • Review and analyze the implementation and progress of the assigned project and approved outcomes and outputs.
  • Thorough assessment of existing MEAL policies, procedures, and tools.
  • Identify the effectiveness of current MEAL activities and provide recommendation for improvement.
  • Prepare monitoring tools and assessments related to the project’s deliverables and train how to use it.
  • Analyze data collected through monitoring and evaluation actions using statistical software’s as needed.
  • Prepare MEAL plans and reports.
  • Coaching the new MEAL team on the newly developed MEAL policies and procedures
  • Training the staff on MEAL in the frame of project cycle management/ theory of change
  • Conduct one-to-one follow-ups based on the different roles of the MEAL staff and share recommendations and best practices for their roles.
  • Other tasks as identified are needed in the rapid assessment.

 

 Required Profile  

 

Education

  • Master’s degree in Organizational Management, Social Research, Development Studies or a related field and preferably comparable experience in M&E and Information Management.

Experience and Qualifications

  • A minimum of 5 years’ experience in monitoring and evaluation in the humanitarian sectors.
  • Prior experience in training on MEAL.
  • Prior experience in developing MEAL Policies, Procedures, Frameworks & Forms.
  • Knowledge and experience in working in MEAL with INGOs and understanding international best practices.
  • Demonstrated experience conducting evaluations of community projects.  
  • Track record and experience in community research.
  • Excellent written and oral skills in English and Arabic.
  • Excellent relationship management skills and the ability to communicate and work closely with local partners, community members, and other stakeholders
