ABOUT THE PROJECTS

 

On Generation Gender:

Generation Gender is a five-year program that aims at positively influencing public opinion, laws and policies towards gender justice, as well as strengthening civil society to advocate for gender justice all the while combatting GBV and inequality. More specifically, the program at hand relies on an innovative and inclusive gender-transformative strategy that equips youth leaders and civil society organizations (CSOs) to address the root causes of gender inequality and foster sustainable change. Its goal is to raise public support, advocate for improved policies and laws, and strengthen civil society.

 

On Strengthening Civil Courage:

Strengthening Civil Courage” (SCC) is a project led by a four-member consortium funded by the Dutch Ministry of Foreign Affairs. It is comprised of organizations which focus on the promotion and advancement of human rights. These include, Netherlands-based PAX and Amnesty International, ABAAD as well as Defend Defenders which operates in the African East and Horn sub-regions. SCC’s primary aim is to integrate civilians in peace-making and peacekeeping processes and support them in countering human rights violations.

 

 

 

 

 

OVERALL GOAL OF THIS ASSIGNMENT

 

For the Generation Gender programme, the consultant will be required to conduct a third party monitoring and evaluation exercise at the end which they will produce an analytical qualitative and quantitative report. The assignment will  focus on assessing the impact generated under the program’s three long-term objectives:

 

  • LTO1: A growing number of young people actively promote gender justice and prevent GBV on and offline.
  • LTO2: Decision-makers increasingly adopt, adapt, implement, and are accountable for gender transformative and youth inclusive policies and laws.
  • LTO3: Civil society is more united, connected, resilient, effective, gender-transformative, and youth-inclusive.

 

 

For the SCC Programme, the consultant will be expected to support ABAAD in the evaluating the impact the project has yielded in Lebanon since its inception, assess the organization’s contribution to the global intervention, and finally explore the Annual Plan 2024 Learning Question in Lebanon:

 

What are we learning about shifting and challenging harmful gender norms within a peacebuilding and human rights program? What challenges have we confronted? What has worked?

 

 

DUTIES AND RESPONSIBILITIES

 

The consultant will be required to:

  • Assist the organization’s in-house M&E department in outcome harvesting on a semi-annual and annual basis;
  • Capacitate ABAAD’s in-house staff on the development of qualitative M&E tools through a ToT.
  • Conduct a third party monitoring exercise which will entail:

 

    • An inception phase, during which the consultant will be required to:

 

  • Hold a kick off meeting with ABAAD to discuss the objectives, scope, and timeline of the assignment, as well as any special requests for both programs;
  • Conduct a desk review of all relevant Generation G and SCC Programme documents, progress reports, baseline, and mid-term evaluation documents;
  • Hold a methodology and data collection tools development workshop with the organization; The methodology, along with the data collection tools, will be collaboratively developed in a participatory workshop setting, working closely with ABAAD Generation G and SCC project staff;
  • Provide a short inception report including the literature review, methodology, and data collection tools along with the work plan (5-10 pages long).

 

  • A data collection phase, during which the consultant will be required to:

 

  • Conduct KIls and IDIs with Project Staff, trainers, and program participants to capture the progress and impact of the project achievements to date;
  • Conduct semi-structured Interviews with program participants;
  • Conduct FGDs with program participants to evaluate the impact of behaviors, challenges, practical application of knowledge, and to identify relevant case studies;
  • Disseminate self-administered online surveys;

 

 

  • The synthesis and reporting phase, the consultant will be required to:
  • Present the preliminary findings to ABBAD in a findings workshop before commencing in-depth analysis;
  • Submit the final report will include tracking the progress against project attainments;

 

SKILLS REQUIRED

 

  • Applicant is required to have a BA or MA in social sciences, project management or other related fields;
  • Applicant is required to have experience conduct monitoring and evaluation exercises
  • Applicant must have experience in research –both qualitative and quantitative;
  • Applicant must have experience working in the humanitarian field –particularly engaging with local communities (experience working with youth is desirable);
  • Applicant must have comprehensive knowledge and understanding of the local context in Lebanon;
  • Applicant must possess excellent communication skills in Arabic;
  • Applicant must have experience working in culturally sensitive contexts.
