Terms of Reference
Position reports to “Programs Advisor” and “Executive Director”

Purpose Summary
The Program and Research Officer’s main tasks include coordinating the Arab Watch Report on Economic and Social Rights 2025 with a focus on the Right to Water and a sub-theme on Climate Change, as well as supervising, reading and reviewing related research and policy papers, and acting as a resource person to staff on related policy areas and strategic processes.

The Program and Research Officer key responsibilities:

1- Policy Areas and Strategic processes

Development planning and policy-making on the right to water, water resource management and planning, water governance, water policy, environmental and climate change issues from a human rights approach.

2- Research Level

Contribute to the conceptual framework and selection of topics and thematic areas for the Arab Watch Report 2025.

Carry out research and contribute to developing relevant research and policy papers in a timely manner.

Review all publications and outputs related to the Arab Watch Report 2025 to ensure quality control.

Act as a resource person to staff, providing advice and assistance on the above-mentioned policy areas and strategic processes.

3- Networking and Coordination Level

Coordinate with ANND’s senior management and communications and administrative teams to ensure alignment of Arab Watch Report 2025 with other ANND programs and projects, proper project management and implementation, and fulfillment of all administrative and logistics requirements for the project.

Coordinate and lead the implementation of all preparatory work and activities for the Arab Watch Report 2025 at the substantive and communication levels.

Track and follow-up on deliverables and communicate the project's progress to ANND senior management, as well as external partners and donors.

Establish and maintain communication with relevant project stakeholders, including the donor, Lead Researcher, ANND members and partners, national partners, national researchers and other contributors to the Arab Watch Report 2025.

Organize and participate in workshops, meetings, and conferences related to the Arab Watch Report 2025.

Attend and support the implementation of other programs’ workshops, meetings, conferences, and activities.

Represent ANND in events and conferences when requested by the management.

4- Media and Communication Level

Ensure that all activities and developments related to the Arab Watch Report 2025 are reflected and updated on the ANND website, newsletter and social media outlets.

Support the communications team in identifying and developing relevant communications products (such as social media posts, newsletter articles, infographics, scripts, etc.) for the Arab Watch Report 2025.

Coordinate with ANND communications team and external providers, such as producers, designers, translators, and copy-editors, in the development of all Arab Watch Report 2025 publications and outputs.

5- Monitoring and Evaluation Level

Undertake reporting to donors and monitor progress related to the Arab Watch Report 2025.

Develop data collection tools and undertake data collection as needed for monitoring and evaluation activities related to the Arab Watch Report 2025.  

Contribute to ANND’s organizational-level monitoring and evaluation and reporting.

Work Experience & Educational Requirements

Education:

Master’s Degree in development studies, development economics, global governance, social sciences, public policy & planning, environmental studies, environmental policy & planning, and/or a related field.

Experience:

At least 5 years of experience working with civil society organizations, international organizations, think tanks, or academic institutions working on development policies.

Relevant working experience in development planning and policy-making research on the right to water, water resource management and planning, water governance, water policy, environmental and climate change issues.

Solid knowledge and understanding of rights-based approaches, particularly regarding the Right to Water, relating to regional development and economic policies, as well as on issues pertaining to social and economic rights and development processes.  

A strong commitment to values of rights, justice, and sustainable development.

Language:
Fluency in both Arabic and English, with excellent verbal and written communication skills.
Fluency in French is an advantage.
