a) Technical proposal to include:

•  Maximum of five pages outlining the Consultants’ understanding of the TOR and the proposed methodology to conduct the assignment, including techniques and tools to be used;

• Copy of the Resume;

• List of previous work for similar tasks;

• Copy of newly issued judgmental record for nationals;

• Copy of ID or passport

b) Financial proposal detailing the following:

• Itemized consultant’s fees and costs- consultant should indicate professional daily rate or sessions rate including all cost to be invoiced to CARE

• Provide proof of Ministry of Finance of Lebanon registration (Fiscal number)

In case the consultant cannot provide proof of MOF registration, 7.5% will be deducted from the proposed daily rate.

Please take into consideration that under the consultancy agreement, CARE will not provide any employee perks and benefits. The proposed daily rate should be inclusive of all costs.

Overview

CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation, and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over half a million beneficiaries.

 In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender, and protection. CARE intends to maintain its presence in all areas of Lebanon.

Feminists in Action (FIA) is a project led by six organizations and funded by the Agence Francaise de Developpement (AFD); The global coverage of the project is ensured by the geographical scope of CARE and Oxfam, and MedWF in the MENA region (Iraq, Palestine, Morocco, Algeria, Tunisia, Yemen, Egypt, and Lebanon). The general objective of this project is to support the transformative power of feminist organizations in the global South for a more gender equal world. The specific objective aims to develop the capacities of feminist organizations in countries in the global south, especially those that cannot access conventional funding resources, at the financial, organizational, and technical levels, as well as their collective action to give them the means to be forces of change from local to global level.

Objectives

1. Lead on the development of a S&S Strategy for one of CARE’s local partners;

2. Assess risks/existing risk environment;

3. Develop tailored contingency plans and identifying potential threats;

4. Conduct a full analysis of organization’s staff operations, vulnerabilities, and critical functions to identify the contingency planning process;

5. Establish mechanisms for effective communication and coordination during emergencies;

6. Develop a standardized template for contingency plans that can be tailored to suit the NGO's specific needs.

7. Provide recommendations and best practices for risk mitigation, response, recovery;

8. Ensure the ability of the organization’s staff to effectively respond to and recover from various crises;

9. Empower the organization’s focal points to strengthen their overall resilience and situational awareness.

 

Deliverables & Timeline:

1. Desk review - 2 Days

2. KIIs/ FGDs with executive team and relevant staff/focal points in the organization - 2 Days

3. Preparing and conducting a brainstorming session - 1 Day

4. Development of a Safety & Security Strategy along with the relevant annexes: 7 Days

-Assessing the Existing Residual Risks: Conduct a comprehensive risk assessment by analyzing historical data, geographic location, operational areas of implementation and potential hazards, identify potential threats, and Prioritize risks based on their potential impact and likelihood of happening.

-Detailed Analysis of the organization’s areas of Operations: Engage with the organization’s FPs to gain insights into their operations, critical functions, and vulnerabilities, conduct needs assessments and resource availability, and evaluate existing emergency response plans.

-Establishing Effective Communication Mechanisms: Identify key stakeholders including the organization staff, local authorities, donors, community representatives and INGO FPs, and develop a communication plan outlining channels, roles, and responsibilities during emergencies.

-Developing Standardized Contingency Plan Template: Create a live contingency plan template covering common elements such as risk assessment, response procedures, and recovery/response strategies and ensure its alignment with international best practices and standards/UNDSS.

-Risk Prevention/Mitigation Recommendations: Suggest recommendations for risk prevention/mitigation strategies based on the organization’s risk appetite and budget/resources availability.           

5. Presentation of Strategy: one-day workshop - 1 Day

6 . Revision and Finalization of Strategy - 1 Day

 

Consultant Profile

-MA degree in Business Management, NGO Management, Social Sciences, Humanitarian Action and Human Rights, Gender Studies, Anthropology, Public Policy or a related field;

-Eight-year experience in developing strategies, preferably in the non-profit sector.

-Strategic thinking and problem-solving skills;

-Proven experience in strategic planning, including the ability to facilitate the entire planning process from analysis to execution;

-Familiarity with tools and frameworks that are tailored to nonprofit and humanitarian contexts;

-Strong communication skills, both written and verbal, with the ability to convey complex concepts in an accessible manner;

-Skilled in facilitating discussions and promoting interaction among participants.

-Creative and innovative mindset;

-Proficiency in English and Arabic;

-Cultural sensitivity and adaptability to work with diverse communities;

-Strong analytical abilities skills;

-Effective communication skills and attention to details;

-Knowledgeable of the local context;

-Ability to work with people from different social and professional backgrounds at all levels;

-Experience in working with local and international NGOs;

-Knowledge of institutional funding and programming;

-Knowledge in human sciences and public health;

-Knowledge in local humanitarian frameworks architecture;

-Deep understanding of management frameworks.
