Background

1. About DRI

Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. It has been established in Lebanon since 2016. DRI promotes the political participation of citizens, accountability of state bodies and the development of democratic institutions worldwide. Democratic discourse is the basis of our mission and vision. In our work, we facilitate discussion and exchange about national and local governance and the need for a continuous discourse adhering to democratic rules.

In the framework of its project entitled “Independent Voices: Supporting Innovative & Citizen-centric Content Creation in Lebanese Media”, DRI acts as an enabler and facilitator of a systematic collaboration between a larger network of journalists, media makers, and digital content creators following a rights-based approach to shed light on political reform issues and the expansion of civic space. The project is premised on the theory of change that if independent media outlets are supported to create original and fact-based content promoting political reform and if they have the capacity to relay citizen-centric news from local communities, then the Lebanese media discourse will be more immune to false or misleading narratives promoted by politically affiliated media.

1. نبذة عن المنظمة الدولية للتقرير عن الديمقراطية

المنظمة الدولية للتقرير عن الديمقراطية منظمة غير حزبية مستقلّة لا تبغي الربح، مُسجَّلة في برلين. تنشط المنظمة في لبنان منذ العام 2016، وهي تعمل على تعزيز المشاركة السياسية للمواطنين، ومساءلة الهيئات الحكومية، وتطوير المؤسسات الديمقراطية في جميع أنحاء العالم. الخطاب الديمقراطي هو أساس رسالتنا ورؤيتنا، ولذا يقوم عملُنا على تسهيل النقاش والتبادل حول الحوكمة الوطنية والمحلية، وضرورة اعتماد خطاب يلتزم على الدوام بالقواعد الديمقراطية.

تضطّلع المنظمة الدولية للتقرير عن الديمقراطية، في إطار مشروعها "الأصوات المستقلّة: دعم صناعة المحتوى المبتكرة والمتمحورة حول المواطنين في الإعلام اللبناني"، بدور الجهة المُمكّنة والمُيسّرة لتعاونٍ منهجيّ بين شبكةٍ أوسع من الصحافيين/الصحافيات، وصانعي/صانعات الإعلام، وصانعي/صانعات المحتوى الرقمي، تبعاً لنهجٍ قائمٍ على الحقوق، من أجل تسليط الضوء على قضايا الإصلاح السياسي وتوسيع الحيّز المدني. يرتكز المشروع إلى نظرية التغيير القائلة بأن وسائل الإعلام المستقلّة، إذا ما حصلت على الدعم لتقديم محتوى مبتكر،مستند إلى الحقائق ويشجّع الإصلاح السياسي، وإذا ما كانت لها القدرة على نقل الأخبار المتمحورة حول المواطنين من المجتمعات المحلية، فسيكون الخطاب الإعلامي اللبناني عندئذ أشدّ حصانةً ضدّ السرديات الكاذبة أو المُضلّلة التي تروّجها وسائل الإعلام ذات التبعية السياسية.

2. Project Overview

In this project, which will be initiated in January 2024 and closed in December 2024, we aim at countering mis- and disinformation and the spread of fake news in mainstream media. To do so, we envision selecting young journalists and field correspondents and building their capacities to form a young media community that works together to deliver high-quality media content about topics that are typically overlooked, away from political interference. On the other hand, the project would support media outlets with the created content to gain alternative views in their quest for sustainability and impartiality. 

2. لمحة عن المشروع

ترمي المنظمة من خلال هذا المشروع، الذي سيُطلَق في كانون الثاني/يناير 2024 ويُختتَم في كانون الأول/ديسمبر 2024، إلى مكافحة المعلومات المغلوطة والمُضلّلة والأخبار المزيّفة في وسائل الإعلام الرئيسة. لهذه الغاية، سيتم اختيار صحافيين وصحافيات ومراسلين ومراسلات ميدانيين من الشباب، وبناء قدراتهم ليشكّلوا مجتمعاً إعلامياً شبابياً يعمل معاً لتقديم محتوى إعلامي عالي الجودة حول مواضيع عادةً ما يجري تجاهلها، بعيداً عن التدخّل السياسي. فضلاً عن ذلك، سيُزوّد المشروع وسائلَ الإعلام البديلة بالمحتوى الإعلامي الذي جرى إنتاجه كي تحصد وجهات نظر بديلة في سعيها إلى تحقيق الاستدامة والحياد.

3. The Fellowship: What We Offer

DRI is looking for up to 15 local field correspondents (gender equality and geographic diversity will be respected during the selection process) that source, fact-check, and analyse news information from different areas of Lebanon. The field correspondents should identify and report on exclusive local news that is typically overlooked by mainstream media.

 If you are selected for the fellowship programme you will be engaged in the following:

• A capacity-sharing programme of at least 2 training sessions on advanced journalistic topics such as fact-checking, content creation, and collaborative journalism. The training curriculum will be delivered between February and May 2023 and will be specifically tailored to the needs of the selected journalists.
• Trained local correspondents shall create exclusive, accurate, and first-hand media content that offers an alternative view from the ground in their regions. This will be of vital importance during the municipal elections, which are expected to take place by May 2024, but also beyond these elections.
• The outputs shall be project funded and shall focus on the stories of citizens (“citizen-centric journalism”), e.g., interviewing young voters, relaying the “general mood” on the ground, covering the stories of marginalised groups, debunking common misconceptions about elections, filling gaps in the mainstream media discourse, shedding light on overlooked issues that deserve the public’s attention. Outputs will include investigative reports, feature stories, short documentaries, reels, and more.
• The local correspondence shall be responsible of producing their visual reports by writing, shooting, and editing the content professionally. The Project Steering Committee will review quality to ensure that high-quality news is produced. The media content, if selected, shall be published on the alternative media outlets (such as Daraj, Megaphone, Raseef22, etc.).

3. ما نقدّمه في برنامج الزمالة

تبحث المنظمة الدولية للتقرير عن الديمقراطية عن حوالى 15 مراسلاً ومراسلةً ميدانيين محليين (ستُحترَم المساواة بين الجنسَين والتنوّع الجغرافي في عملية الاختيار)، يتولّون استقاء المعلومات الإخبارية من مختلف المناطق في لبنان، والتحقّق من صحتها وتحليلها. وسيتعيّن على هؤلاء تحديد الأخبار المحلية الحصرية التي عادةً ما تتغاضى عنها وسائل الإعلام الرئيسة، وإعداد التقارير بشأنها.

إذا وقع الاختيار عليك للمشاركة في برنامج الزمالة،

• فستنضمّ/تنضمّين إلى برنامج لتبادل القدرات يتألّف من جلستَين تدريبيّتَين على الأقلّ حول مواضيع صحافية متقدّمة، مثل التدقيق في الحقائق، وصناعة المحتوى، والصحافة  التشاركية.  سيُقدَّم المنهج التدريبي بين شباط/فبراير وأيار/مايو 2024، وسيكون مُصمَّماً خصّيصاً لاحتياجات الصحافيين والصحافيات المُختارين.
• وسيتعيّن على المراسلين والمراسلات المحليين المُدرَّبين إنتاج محتوى إعلامي حصري ودقيق ومباشر، يعرض وجهة نظر بديلة من أرض الواقع في مناطقهم. سيكون ذلك مهمّاً للغاية خلال الانتخابات البلدية التي من المُتوقَّع إجراؤها بحلول أيار/مايو 2024، ولكن أيضاً بعد هذه الانتخابات.
• ستُموَّل الإنتاجات الإعلامية من خلال المشروع، وتركّز على قصص المواطنين (صحافة متمحورة حول المواطن)، مثل إجراء المقابلات مع الناخبين الشباب، ونقل "المزاج العام" على الأرض، وتغطية قصص الفئات المهمّشة، وفضح المفاهيم الخاطئة الشائعة حول الانتخابات، وملء الثغرات في الخطاب الإعلامي السائد، وتسليط الضوء على القضايا المُهمَلة التي تستحقّ اهتمام الجمهور. ستتضمّن الإنتاجات الإعلامية تقارير استقصائية، وقصصاً إخبارية، وأفلاماً وثائقية قصيرة، ومقاطع فيديو، وغير ذلك.
• سيكون المراسل المحلي/المراسلة المحلية مسؤولاً/مسؤولةً عن انتاج تقاريره/تقاريرها المرئية من خلال كتابة المحتوى وتصويره وتحريره بشكل احترافي. وستتولّى اللجنة التوجيهية للمشروع النظر في النوعية للتأكّد من إنتاج أخبار عالية الجودة. سيُنشَر المحتوى الإعلامي على وسائل الإعلام البديلة (مثل درج، وميغافون، ورصيف22، إلخ).

4. Your Skills & Experience

Required:

• A university degree in journalism, political studies, law, or relevant field;
• 3 to 5 years of working experience in political outlets, journalism sector, or similar;
• Ability to produce community-based media reports/stories.
• Interest in democratisation, human rights, political reform topics, and civic engagement topics;
• Strong communication, presentation, and negotiation skills;
• Debate, public speaking and presentation skills are a must;
• Fluency in Arabic;
• Commitment to attend all the capacity-sharing programme sessions;
• Commitment to produce at least 2 outputs (media content) during the project implementation period.

Desirable:

• Experience in journalistic report writing.
• Experience in field video reporting.
• Knowledge in video editing.
• Knowledge in using video production tools (camera, audio, and other equipment, etc.).

4. مهاراتك وخبراتك

المطلوبة:

• شهادة جامعية في الصحافة، أو العلوم السياسية، أو القانون، أو مجال ذات صلة؛
• 3 إلى 5 سنوات من الخبرة المهنية في وسائل إعلام سياسية، أو قطاع الصحافة، أو ما شابه؛
• قدرة على إنتاج تقارير/قصص إعلامية مجتمعية؛
• اهتمام بالتحوّل الديمقراطي، وحقوق الإنسان، ومواضيع الإصلاح السياسي، ومسائل المشاركة المدنية؛
• مهارات قوية في التواصل والعرض والتفاوض؛
• مهارات المناقشة والعرض والتحدّث أمام الجمهور ضرورية؛
• إتقان اللغة العربية؛
• الالتزام بحضور جميع جلسات برنامج تبادل القدرات؛
• الالتزام بإنتاج ما لا يقلّ عن محتويَين إعلاميَّين خلال مرحلة تنفيذ المشروع.

المرغوب فيها:

• خبرة في كتابة التقارير الصحافية.
• خبرة في إعداد التقارير الميدانية المُصوَّرة.
• معرفة في صناعة الفيديو.
• معرفة في استخدام أدوات إنتاج الفيديو (الكاميرا، والصوت، والمعدّات الأخرى، إلخ).
