Overall Responsibility

 

Under the supervision of Project Engineer, Project Engineer Assistant is responsible to contribute in the project planning, specifically in the technical aspects, implementing, and monitoring the different activities, with daily field supervision mainly in the WaSH and shelter programmes, following up and supervising with the counterparties.

The programmes to be implemented, all over Lebanon, can include, but not limited to, water supply networks, water pumping, solar water pumping, rehabilitation, shelter and WASH in ISs, etc.

 

Main Duties and Responsibilities

 

  1. Contribute in managing, directing, and monitoring progress during each phase of a project.
  2. Contribute in the project planning and proposals/Concept Notes.
  3. Depends on the project scope, the Project Engineer Assistant will be conducting field visits and technical assessment for the targeted water scheme, building, public space, etc. and preparing bill of quantities (BOQ).
  4. Conduct needs assessment.
  5. Review technical reports and designs prepared by consultants.
  6. Field supervision of solar pumping project, infrastrusture project, rehabilitation or any other related type of projects; including daily visits to assess the quality and quantity of the work done by the contractor (knowledge in materials, specifications, market, etc.).
  7. Contributing in developping and implementing project quality assurance and control measures.
  8. Dealing with contractors/ workers/ sub-contractors/ owners/ other stakeholders.
  9. Attending weekly meetings on the field with the relevant stakeholders.
  10. Analyze survey, mapping, and materials-testing data.
  11. Draft shopdrawings and as-built drawings, using computer-aided design (cad) softwares.
  12. Coordinate with key stakeholders regarding services in all aspects, including meetings with governmental bodies.
  13. Follow up and coordinate with all relevant departments in IRL (procurement & logistics, finance, media, MEAL, and IT) to ensure smooth acitivties’ implementation.
  14. Ensure that standards (e.g Health, Safety, Environmental, QA, QC, etc.) are followed during service provision.
  15. Gather and share appropriate information that would enhance the project implementation.
  16. Ensure that all services-related data (e.g, activity monitoring) is well managed and provides an accurate representation of the reality on the ground.
  17. Reporting the field progress of the project and submit regularly to line management.
  18. Provide weekly, monthly, interim and final reports as per the project requirements.
  19. Attend regular meetings with the relevant working groups in Lebanon, at the regional and national levels.
  20. Reporting on Activityinfo and/or any other relevant platform as requested by the working groups/clusters.
  21. Support other IRL programmes in implementing different activities such as distribution of food parcels, vouchers, etc.

 

Experience / Education/Skills- Essential   

 

  1. A bachelor degree from an accredited University with major course Civil Engineering, Mechanical Engineering or any related field. A degree with specialisation in hydraulics, water resources is a plus.
  2. Minimum 4 years of relative experience (Infrastructure, Water supply networks, wastewater networks, solar water pumping, WASH in ISs, and rehabilitation), preferred with international NGOs.
  3. Experience in WASH and rehabilitation activities in hospitals and schools is a plus.
  4. Experience in solar water pumping design using softwares is a plus.
  5. Experience in water networks design using softwares (WaterCAD, EPANET, HEC-ras, etc.) is a plus.
  6. Strong communication, interpersonal & technical skills.
  7. To be ready to work overtime and readiness to travel.
  8. Proven ability to work independently and as a team member.
  9. Ability to take initiatives if required.
  10. Ability to multi-task effectively as well as display professionalism and confidence.

  • Read, comprehend and interpret written materials of moderate to complex difficulty.
  • Establish and maintain effective working relationships with those contacted in the course of assignment.

English and Arabic fluency, both written and spoken, is essential for this position.

 

IT skills

  • V. Good computer skills.
  • Proficiency in MS office and the ability to use software necessary for project management and reporting.
  • Knowledge in water design softwares such as WaterCAD, EPANET, HEC-ras, etc.
