Overall Role Purpose:   

Drives the HR department strategic plan in the HR functions of recruitment, learning & development, pay & benefits, and working environment & wellbeing.  The person in this role will be mentoring the employees in the HR department and hiring managers on HR skills. Additionally, this role plays an important role in ensuring equity diversity and inclusion, safeguarding, alignment with Concern Worldwide values, and compliance with policies.

To Akkar & T5, currently to Tripoli base once on a weekly basis

 

Responsibilities:

General HR Management:  

  • Ensure compliance with HR Policies and Organizational Policies by training, coaching and mentoring HR staff and line managers in Lebanon. Additionally, update these policies for improvement and adaptation when needed;
  • Ensure Equity, Diversity, and inclusion policies are integrated in HR policies and procedures;
  • Ensure safeguarding is integrated into the employment cycle;
  • Ensuring compliant contractual procedures and HR practices.

Management of effective and optimized recruitment processes:

  • Provide responsive recruitment support in case of emergencies, while ensuring compliance with organizational and HR policies;
  • Tracking recruitment key performance indicators and score cards, detecting bottlenecks, and suggesting solutions to optimize recruitment process;
  • Support all programs in identifying their staffing needs;
  • Participate to recruitment processes of local employees: validate job request and job analysis, shortlisting applications, interviewing candidates, ensuring effective reference checking, validate final outcome report, ensuring a compliant recruitment process with organizational policies and values;
  • Provide support to hiring managers and ensure hiring managers are trained on the policies relevant to recruitment functions;
  • Ensure proper integration of new joiners.

Management of Organizational Performance and Development Plans:

  • Build organizational capacities on effective performance management reviews and ensure it is timely conducted;
  • Setting organizational development plans and monitoring for effectiveness;
  • Ensure accountability towards high performance.

Management and Improvement of Employment Benefits:

  • Lead salary scale revision exercises;
  • Lead insurance terms of reference development, while engaging employees;
  • Ensuring maintained automated system of leaves management through Microsoft Power Automate for effective and optimized leaves management;
  • Monthly validation of payroll and employment benefits;
  • Timely deliver National Social Security Fund and Income Tax reports and payment;
  • Provide informed and confidential advice for any staff about to assist them to understand entitlements and duties as Concern staff.

Leading high organizational engagement & healthy working environment:

  • Ensure analysis of exit interviews;
  • Survey Factors Impacting Satisfaction with Working Environment, suggestion action plan, and monitoring action plan for impact;
  • Influence a positive employee experience.

Handling Grievances & Ensuring Accountability:

  • Maintain a confidential grievance and complaint procedures that staff can rely upon in line with Concern grievance procedures;
  • Advise on disciplinary matters as per policies and labor law;
  • Manage collective and individual staff grievances, seeking advice from senior management as required and in accordance with grievance policies;
  • Timely & effectively handle complaints, and ensure process steps are fairly conducted: explanation process and decision recommendation;
  • Keep track of cases.

Ensure a centralized, up to date, confidential electronic and paper HR archiving system

Representation in Human Resources working groups

Responsibilities in link to people management, the following positions report to this role: 2 HR Officers:

  • Participate in recruitment processes for direct reports;
  • Support the capacity building and career development of direct reports through technical guidance, on-the-job training, coaching, proper induction, or through other relevant capacity building activities;
  • Ensure that direct reports are complying with all organizational policies and procedures;
  • Provide direct subordinates with clear job descriptions, conduct role briefings for new hires, and update objectives as per the departmental / organizational goals;
  • Organize and distribute work within the team to meet departmental and organizational needs efficiently while ensuring fair workloads for team members;
  • Monitor and assess performance through feedback when relevant and appraisals, holding staff accountable for their objectives and providing corrective and constructive feedback as needed;
  • Promote team motivation, monitor well-being, and contribute to fostering a healthy working culture;
  • Conduct periodic follow-up meetings with direct reports to provide support and address their challenges;
  • Facilitate communication and coordination within the team and with relevant departments;
  • Address and mediate team conflicts, involving HR as appropriate.

Responsibilities in link to Concern’s values, workplace equality, diversity and inclusion,  safeguarding, and participation in emergency response:

  • All managers are responsible for upholding and promoting Concern’s values, demonstrating leadership on workplace equality, diversity and inclusion, and role modelling a positive safeguarding ethos;
  • All employees are required to undertake training in equality, diversity and inclusion; the Code of Conduct; and safeguarding, along with any other training required for the role;
  • All managers are required to actively participate in any emergency response as and when required.

Responsibilities in link to Complaint Response Mechanism (CRM) Accountabilities, in line with Concern’s commitments under the Core Humanitarian Standard (CHS):

  • Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
  • Work with relevant colleagues  to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
  • Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.

 

Requirements:

Experience:

  • Years of Experience in a relevant role in the following area/s (Human Resources) : 4 to 6 years
  • Years of Managerial / Advisory experience: 1 or more

Qualification:

  • Educational level in the following area/s (Business or HR degree )  :Bachelor degree in area of specialization

Knowledge and Skills:

  • High Commitment to Humanitarian Causes
  • Commitment to high standards and ethical principles
  • Fluent English and Arabic Langauges 
  • Advanced Communication skills for coordination and networking
  • Advanced Microsoft Office Pack, including power automate
  • Advanced experience in Management of effective and optimized recruitment processes
  • Advanced experience in Management of restructuring exercises & Lebanese Labor law knowledge
  • Advanced experience in Management of Organizational Performance and Development Plans
  • Advanced experience in Employment Benefits, including: Payroll, Salary Scale Revisions. Additionally, NSSF law knowledge
