Overview
This scope of work (SoW) outlines the Analyst role with the Center for Operational Analysis and Research (COAR), in Syria. Under the leadership of the Senior Analyst and the Methodology Advisor, the Analyst will be expected to lead on several elements of the TPM project with which this vacancy is associated. These elements include, but are not limited to, conducting desk reviews of partner documentation, designing data collection tools, leading on data analysis and the drafting of findings and recommendations. Additional support may be required on field staff training. Fundamental to this role is the individual’s ability to play a driving role in the production of TPM research, proactively drawing on the competences of more senior and junior colleagues as appropriate, and taking responsibility for timely and high quality report delivery. The Analyst must be a competent project coordinator, and it is equally important that they have an ability to both design and produce written research.

About COAR: COAR is an independent social enterprise that directly supports practitioners, policymakers, and donors by facilitating humanitarian and development interventions in complex, fragile, and high-risk environments.

Responsibilities

  • Attend meetings with clients to understand monitoring mission requirements.
  • Review documents associated with the project and identify (and request) documents required from implementing partners (IPs) such as proposals, progress/narrative reports, activity briefs.
  • Work with the Methodology Advisor and Senior Analyst to draft the TPM Mission Design.
  • Coordinate with the Project Manager to ensure that mission design aligns with budget restrictions
  • Develop data collection tools under the guidance of the Methodology Advisor and Senior Analyst
  • Conduct interviews with IP management stakeholders and, if appropriate, train field teams on site-level data collection, spot-checks, and checklists.
  • Support on data cleaning and disaggregation.
  • Lead on the synthesis of collected data and the drafting of findings/TPM Report under the guidance of the Senior Analyst.
  • Conduct secondary research and collaborate with other team members to interpret and contextualize findings, focusing on relevant governance, military/security, political, economic, social, service provision, and humanitarian dynamics in Syria.
  • Ensure high-quality written deliverables (to include English language grammar and syntax).
  • Participate in regular check-in calls and debriefs with the client and COAR field and office staff.
  • Other items as required by the Program Director and TPM Advisor.

Person specification:

  • Fluency in English and at least working proficiency in Arabic
  • A Master’s degree in Political Science, International Affairs/Relations, Middle East Studies, Public Policy, Anthropology, Sociology, Journalism, or a related field. Additional postgraduate research, including PhD candidacy, is desirable.
  • Three years experience collecting and analyzing quantitative and qualitative data for media outlets, think tanks, research organizations, NGOs or other research organizations.
  • Demonstrated knowledge of the Syrian context and/or aid responses in parallel.
  • At least two years’ experience working in TPM/M&E in Syria, preferably in relation to EU and USAID-funded programming.
  • Excellent data analysis skills and proven ability to translate data into written outputs.
  • Excellent technical skills in data management, MEL, survey design, mapping and/or assessment.
  • Proven ability to distill complex information into practical and actionable insights for stakeholders both verbally and in writing.
  • Outstanding problem-solving, decision-making, and good judgment.
  • Excel, Word, and other Microsoft Office software and data analysis software, such as SPSS o Stata.
