Request for Applications - Strategic Advocacy for Rights & Reforms in Lebanon (SARR RFA)
The Lebanon Civic Action Accelerator program (LEB-CAAP) is a five-year (2021-2026) $16M civil society strengthening program funded by the United States Agency for International Development (USAID) and implemented by Family Health International (FHI 360). LEB-CAAP strengthens civil society’s organizational and technical capabilities to support Lebanon’s development and improve democratic governance. At the national and local levels, LEB-CAAP offers targeted grants and capacity assistance to civil society actors to support advocacy and increased public understanding of rights and reforms. The program operates across Lebanon and engages diverse civil society actors including civil society actors working at the national and local levels, nascent groups, and those led by members of traditionally marginalized groups, especially youth and persons with disabilities.
Through the Strategic Advocacy for Rights & Reforms (SARR) Request for Applications, LEB-CAAP invites Lebanese civil society actors with a proven track record in implementing successful national-level advocacy efforts to submit their application and compete for grant awards that will result in positive concrete changes in policy and/or practices to advance socio-economic justice, civil rights, diversity, equity, and inclusion.
The purpose of the SARR grant program is to support strategic collective action to advance rights-based change in Lebanon at the national level. LEB-CAAP’s priority for this grant program is to fund organizations that can identify and influence reforms in the defined thematic areas that are at a tipping point taking into consideration important changes in the socio-political context over the past few years. LEB-CAAP intends to meet the following objectives through this grant program:
- Promote participatory, representative, and inclusive national policy processes at the tipping point of change.
- Foster greater accountability of institutions and leaders to citizens and to the law.
- Protect and promote universally recognized human rights through national advocacy actions.
- Create opportunities and respond to youth-led mobilization and engagement in rights-based advocacy and change initiatives.
- Strengthen the capacity of SARR grant recipients to deliver quality relevant programming and communicate effectively with stakeholders about project results.
LEB-CAAP anticipates awarding cost reimbursable grants up to $250,000 max each to be implemented over an 18–24-month period. Grants may be awarded to individual organizations and/or a network/consortium, but each network/consortium must designate a lead organization that will serve as the fiscal agent to be financially responsible for the award.

How to apply
A. Submission Deadline and Requirements
The fixed deadline for applications in response to this RFA is September 30, 2023, at 11:59pm (Beirut Time). Late applications will not be eligible.
Applications should be submitted in English in Times New Roman font, size 11 and cannot exceed 10 pages (excluding annexes and cover). The deadline for applications is September 30, 2023, at 11:59pm (Beirut Time).
Applicants are required to submit all the following documents for an application to be considered complete:
☐ Organizational Cover Letter signed by Authorized Signatory (Attachment I)
☐ Technical Application (Attachment II)
☐ Budget and Budget Narrative (Attachment III)
☐ Work plan (Attachment V)
☐ CVs of Key Personnel – CVs should be no longer than 2 pages per person.
☐ Verification of Unique Entity Identifier (UEI) or Submission Request7 (if applicable)
☐ Letter of Commitment by proposed members of the Consortium summarizing their proposed role in the project (when applicable)
☐ Certificate of registration or incorporation papers: شهادة تسجيل with scanned Arabic photocopies (Original Arabic documents with English translation might be requested at a later stage).
☐ Tax Identification Number: رقم مالي
Only applications submitted using the LEB-CAAP templates provided will be considered (Note that Attachments II, III, and V are available in one document). It is important to answer all the questions included in the attached technical application form, as selection will be based on responses to these questions. Additionally, it is important to carefully complete the cost application using the attached budget template and include detailed, line item budget notes to clearly describe how the budgeted amounts were calculated. For shortlisted applicants, LEB-CAAP will request supporting documentation to determine if the costs are fair and reasonable.
B. Submission Method
