Background
FHI 360 is implementing the USAID-funded Lebanon Civic Action Accelerator Program (LEB-CAAP), a $16m civil society strengthening program (2021-26) that supports advocacy and increased public understanding of rights-based reforms at the national and local levels, improves the delivery of essential services delivered by non-governmental organizations (NGOs), and offers targeted organizational development support to civil society organizations (CSOs). This includes the Catalyst Fund for Relief and Response (CFRR) grants which aim to strengthen the institutional capacity of civil society actors to serve and respond to the increasing needs of local communities, as they operate in an uncertain and rapidly changing environment. Grants up to $24K support these CSOs to continue and/or expand their services and help them improve the effectiveness, efficiency, quality, and inclusivity of their relief and response services.
Through this Request for Proposal, LEB-CAAP is seeking the expertise of an experienced consultant in NGO management to provide targeted support to one of our CFRR grantees - Enta Karim - a civil society organization (CSO) operating in Saida. The consultant will be responsible for developing a tailored "Organizational Workflow and Structure Handbook" for the CSO, creating specialized Standard Operating Procedures (SOPs) for Enta Karim Board Initiative, and establishing a Volunteering Policy that aligns with the organization's size and scope. The consultancy will span over a period of three months, commencing from April 2024 till Mid of June 2024.
Scope of Work
Enta Karim (meaning "You Are Generous" in Arabic) is a local CSO founded in 2018 in Saida, dedicated to supporting individuals in need by delivering essential items like food, clothes, and medicine through its flagship program, Enta Karim Board Initiative. This “pay-it-forward” arrangement involves partnerships with local institutions such as bakeries, supermarkets, butcher shops, restaurants, libraries, and pharmacies, where they place Enta Karim signs and boxes to encourage customers to donate. In turn, the donated amounts and receipts are displayed on the sign, allowing people in need to obtain essential items from the institution for free.
Enta Karim operates as a volunteer-based CSO, including a management team of five committed volunteers who organize and coordinate distributions, events, and daily activities of the organization, complemented by a group of 30 youth volunteers.
The LEB-CAAP grant will enable Enta Karim to manage its growth in a systematic and organized manner so that it can meet the increased demand for its services through the provision of an NGO management consultant. The consultant's scope of work includes, but is not limited to:
Initial Assessment:
- Perform an assessment of the current organizational capacity, structure, and operational processes of the CSO by analyzing existing documentation, conducting interviews with staff /board members and identifying areas for improvement.
Work closely with CSO’s ENTA KARIM management team to develop the following:
- Organizational Workflow and Structure Handbook for the CSO.
- Standard Operating Procedures (SOPs) for the Board Initiative.
- Volunteering Policy for the CSO.
Streamlining Data Collection:
- Review current data collection methods and/or develop an existing database for beneficiaries and partnering institutions, containing contact details, and engagement history, designed for easy accessibility, updates, and scalability.
Training:
- Develop and deliver training sessions on the Handbook and SOPs, tailored to the needs of the CSO’s staff.
- Provide guidance on the implementation of developed documents and policies.
Ongoing Support:
- Offer continuous support and guidance to address any challenges or issues arising during the implementation phase.
Summary of Required Deliverables (Deliverables are to be submitted in English language)
- Organizational assessment report outlining the findings and recommendations for improvement.
- Organizational Workflow and Structure Handbook for the CSO.
- Standard Operating Procedures (SOPs) for the Board Initiative.
- Volunteering Policy for the CSO.
- Training Session(s) Plan on the developed Handbook, SOPs and Volunteering Policy for the CSO
- Training report documenting individual or team coaching sessions and progress
- Final Evaluation Report and Recommendations
Location of Work: Saida
Travel: No extra travel and transportation expenses will be paid to the consultant; this should be included in the proposed daily rate.
Qualifications
- Bachelor’s degree in Organizations Management, Social Research, Development Studies or a related field.
- Minimum 5 years of experience in NGO management and capacity building, including organizational development, training delivery and coaching.
- Expertise in developing SOPs and organizational handbooks.
- Demonstrated experience in implementing volunteer engagement programs is preferable.
- Experience in the NGO sector, coupled with a solid understanding of best practices in beneficiary and institutional engagement.
- Fluency in English and Arabic.

Required Documentation: Proposals must include the following components:
- CV
- Comprehensive technical proposal outlining the methodology, approach, and a detailed timeline for achieving the specified deliverables and addressing scope of work. This proposal should be 2 to 3 pages.
- Cost proposal in USD (daily rate)
- List of three professional references that includes: name, position, organization, email, telephone number and a summary of the specific assignment implemented by the applicant, products/output produced and timeframe for the assignment.
- Samples from previous works (One SOP and one Handbook/Manual)
- Ministry of Finance (MOF) number if available; in case the consultant is not registered at the MOF, LEB-CAAP will be deducting 8.5% of the invoice amount as per the Local laws.
Final Selection Process
LEB-CAAP will evaluate proposals based on qualifications, experience, proposed approach, and budget considerations. Shortlisted candidates will be invited for interviews or additional discussions.
