Position Overview:

The Health Program Manager at Anera is responsible for leading and managing health programs, medical donations (MD), and MD plus programs in alignment with Anera's mission and objectives. Reporting to the Country Director, the incumbent will oversee the planning, implementation, monitoring, and evaluation of health projects. They will contribute to the development of project plans, budgets, and proposals, ensuring timely delivery of activities and compliance with internal and external requirements. The Health Program Manager will provide technical guidance, support capacity building, and promote integration with other sectors. They will also represent Anera in coordination forums and ensure compliance with organizational policies and standards.

 

Key Responsibilities:

Project Planning and Management:

  • Health project Development: Lead the design and implementation of innovative health projects that address the pressing healthcare needs in Lebanon. Collaborate with stakeholders to ensure projects are aligned with community needs and organizational goals. 
  • Lead multi-sectoral and health assessments, including an analysis of Lebanese and non-Lebanese health needs for medicine and other needs, in coordination with other thematic areas, local authorities, and health care providers.
  • Develop project plans and budgets and contribute to the overall health program plan and master budget.
  • Support fundraising efforts by contributing to the development of concept notes and proposals.
  • Ensure timely implementation of projects, monitor progress against log frames, and oversee individual performance management work plans.
  • Prepare program and donor reports in compliance with internal and external requirements.

Technical Support and Coordination:

  • Identify technical staffing needs and support the recruitment, induction, and training of health staff.
  • Coordinate with logistics for the procurement and management of program supplies, including medicines.
  • Develop and implement monitoring and evaluation (M&E) plans, linking them to reporting requirements.
  • Support the implementation of accountability mechanisms and consider feedback from health partners, beneficiaries, and their families in project design.
  • Maintain minimum standards of humanitarian relief as per the Sphere Charter and the Red Cross Code of Conduct.
  • Strengthen integration between health programs and other sectors, such as nutrition, WASH, protection, and shelter.

Capacity Building and Mentoring:

  • Identify learning and training opportunities for health staff and serve as a mentor and role model for less experienced colleagues.
  • Conduct and support ongoing training and induction courses for health staff and partners as needed.

Representation, Advocacy, and Organizational Learning:

  • Close coordination with the UN health working group and other agencies, the Health Ministry, and other local authorities, ensuring alignment and representation at national and sub-national levels.
  • Contribute to communications and media work as required.

General:

  • Ensure compliance with Anera’s policies and practices, including the code of conduct, health and safety, and equal opportunities.
  • Demonstrate flexibility and adaptability in challenging and insecure working circumstances.

Qualifications and Experience:

Essential:

  • Master's degree in Public Health, International Development, or a related field.
  • maximum of 5 years in managing health project development, and working with development/humanitarian organizations.
  • Proven track record of successfully leading and managing teams in complex projects.
  • Strong understanding of the healthcare challenges faced by Lebanon and demonstrated commitment to improving healthcare access. 
  • Excellent communication, negotiation, and stakeholder management skills.
  • Fluency in the English language is required.
  • Five years of experience working in humanitarian programs, particularly in primary healthcare.
  • Health professional with a postgraduate qualification in public health or equivalent field experience.
  • Previous experience in team management and health programming.
  • Project management experience.
  • Knowledge of community participation, accountability, monitoring, and evaluation.
  • Experience in training and capacity building of staff and partners.
  • Familiarity with institutional donors and experience in proposal development.
  • Strong report-writing and communication skills.
  • Proficiency in written and spoken English
  • Flexibility and adaptability to challenging working circumstances

Desirable:

  • Experience in health promotion programs.
  • Expertise in the supply chain management of medicines.
  • Experience or knowledge of working with Palestinian and/or Syrian refugees in Lebanon
