1. BACKGROUND INFORMATIONS

Lebanon currently hosts the highest number of refugees per capita in the world, with 1.5 million Syrian refugees, 257,000 Palestinian refugees, and 300,000 migrant workers. The economic, humanitarian, and political crises have strained the country's struggling economy, public services, and infrastructure, affecting both refugees and host communities. The multi-level crises have exacerbated pre-existing vulnerabilities and broadened the spectrum of vulnerable population groups.

Northern Lebanon, particularly Donniyeh, has seen a further deterioration of the socio-economic situation, increasing tensions among residents, and affecting access to basic services and goods, livelihoods, protection, health, and education. In Donniyeh, the economy is largely based on agriculture and tourism, and the COVID-19 pandemic has limited employment opportunities and access to basic services, particularly affecting vulnerable communities and families. The area records alarming food insecurity, particularly among women and Syrian households, with access to food and work being perceived as the most urgent issues by local community leaders.

Brief presentation of projects

Under the AICS Call for Proposals “RESILIENZA E STABILITA’ SOCIALE: CREAZIONE DI OPPORTUNITA’ D’IMPIEGO TEMPORANEO PER SOSTENERE LE MUNICIPALITA’ LIBANESI A GESTIRE LE CONSEGUENZE ECONOMICHE E SOCIALI DELLA CRISI (FASE IV)”,

Oxfam and Green Track will be supporting two municipalities (Bqarsouna and Bqaa Sifrine) in Minieh-Donnieh with Cash for Work (CfW) opportunities and public infrastructures/services renovation. Oxfam consulted with the municipalities, MOSA, the SDCs in Sir and Bakhaoun and designed the intervention based on the needs identified. A steering committee composed of Oxfam, municipalities and the SDC in Bakhaoun will be formed to lead the implementation of the activities.

The project aims to increase access to income, resilience, and social stability in the municipalities of Bqarsouna and Bqaa Sifrine, through the creation of temporary employment opportunities for Lebanese and the most vulnerable Syrian refugees. 

 

2. PURPOSE / RATIONALE

Oxfam is looking for two Community Mobilizers to be engaged in involving communities during the launch of the initiative, disseminating information about the project and temporary employment schemes. The resources will also support Oxfam staff in monitoring work sites to manage attendance records and to ensure that workers comply with Covid-19 prevention measures.

3. EXPECTED DELIVERABLES

The consultant is expected to submit the deliverables listed below:

Type of deliverable

Support the implementation of the activities in Donniyeh area, guided by the Project Manager.

Carry out community sensitization in the targeted locations to raise the awareness of local population about the project activities and outcomes.

Conduct site monitoring visits to check progress of project implementation and daily timesheets in place to record participation.

Work closely with the local communities in the targeted municipalities and lead in presenting the project, mobilizing the community, and engaging locals.

Report regularly, verbally and in writing to the Cash for Work PM on progress;

Ensure project activities have the appropriate visibility in compliance with donor requirements and procedures;

In coordination with Cash for work Project Manager and project partners, develop and maintain positive relations with relevant municipalities and MOSA SDCs and other counterparts at the field level.

 

 

Consultant qualifications:

 

 The applicant should have:

 

  • Relevant work experience in local development, cash for work/ community support projects/livelihoods and/or social cohesion/ humanitarian programming and NGOs.
  • Technical expertise and experience in temporary employment interventions
  • Knowledge of Conflict Sensitivity and Safe programming principles
  • Excellent communications skills in English, including advanced writing skills.
  • Strong communication skills in Arabic.
  • Availability to start immediately, and commitment to being fully involved for the duration of 8-month; (8 to 12 days per month).
