FHI 360 seeks a qualified national candidate to serve as the Senior Team Leader, Civil Society Strengthening (STL), responsible for providing strategic leadership and overall quality assurance of capacity strengthening interventions and related grants. S/he provides technical oversight and day-to-day management of the design and delivery of capacity strengthening activities and ensures timely submission of quality deliverables, products, and services; establishes and refines technical frameworks, approaches, tools, and activities; and contributes best practices and lessons learned to FHI 360 capacity strengthening initiatives. Serving as a member of the senior management team and reporting to the Chief of Party, the STL manages staff, long-term advisors/consultants and external service providers contributing to these interventions. Responsibilities include but are not limited to:

Capacity Strengthening Interventions

  • Oversee all aspects of LEB-CAAP’s capacity strengthening framework and interventions to ensure that LEB-CAAP designs and delivers responsive and effective interventions for CSOs across all components.
  • Lead on the development, adaptation and implementation of a suite of FHI 360 capacity strengthening tools and approaches to be utilized with grantees and partners benefiting from the capacity strengthening activities, including core and subject-specific curricula, tools and resources; assessment processes; implementation of technical interventions; measuring and reporting on progress and learning.
  • Facilitate consultations with CSOs and assessments to design customized capacity building interventions to be delivered directly by LEB-CAAP staff, through external technical assistance providers, and/or grants.
  • Analyze the results of capacity assessments conducted with grantees and partners; design interventions responding to gaps identified through the assessments; and articulate resource requirements and work plans to implement the agreed upon capacity action plans.
  • Manage the design, marketing, implementation, and evaluation of institutional strengthening and capacity building grants in coordination with the grants team.
  • Oversee LEB-CAAP’s localization action plan which aims to invest in local non-profit intermediary support organizations (ISOs) and civil society actors, such as international training certification and grants to enable ISOs to deliver at the governorate-level.
  • Design and facilitate activities that promote linking, learning, and collaborating among civil society actors.
  • Establish, serve, and maintain partnerships and linkages with internal and external stakeholders.
  • Work closely with the Monitoring, Evaluation, and Learning team on the project’s output, outcome, and impact indicators related to capacity building.
  • Incorporate gender equality, safeguarding and social inclusion (GESSI) considerations across interventions, in conjunction with the GESSI team.
  • Contribute to designing and delivering training as needed.
  • Contribute to FHI 360’s global Local Capacity Strengthening Hub and Community of Practices

Management

  • Supervise assigned technical staff, ensuring proper distribution of tasks and responsibilities among team members, mentoring and coaching, quality assurance, performance management, etc.
  • Manage a team of long-term technical advisors, external consultants, subcontractors and ISOs engaged to support grantees and partners, including but not limited to defining scopes of work, recruitment and selection, management and quality assurance, as well as reporting and capturing impact for reporting and MEL.
  • Contribute to strategic and annual work planning, management, best practices, and monitoring of project operations and key deliverables.  Develop plans to determine scheduling, budget, procedures, staffing, and allotment of resources needed for projects and ensure compliance with policies.
  • Identify and resolve project issues and implement improvement plans to ensure activities stay on schedule, within budget and in compliance with FHI 360 and USAID grant requirements.
  • Participate in senior management team meetings, decision-making, and planning.
  • Draft, review and/or provide input for program documents, including work plans, monthly, quarterly, CLA, success stories and other USAID reports, and internal progress reports.
  • Represent the project in external stakeholder meetings, conferences, and coordination platforms.
  • Serves as project representative in the absence of the COP, as assigned.

Qualifications

  • Requires 9+ years of relevant experience in civil society strengthening, organizational assessments, design and delivery of capacity building resources, grants management, etc. including at least 5 years of senior management experience.
  • Familiarity with USAID programming, rules and regulations required, with experience contributing to grantmaking programs preferred.
  • Demonstrated strategic planning, staff development and capacity building experience.
  • Knowledge of civil society’s operational context and enabling environment required.
  • Experience in working with CSOs on governance, program design, project implementation, and planning required.
  • Ability to build positive working relationships with local communities, government officials, implementing partners and donor representatives.
  • Ability to analyze and establish effective cross-program coordination, procedures, and management systems.
  • Track record in managing people as well as working with and coaching teams as well as in providing capacity building support to local partners.
  • Fluency in English and Arabic.
  • Excellent organizational, time management, prioritization skills, attention to detail and report writing skills are required.
  • Proven computer skills with Microsoft tools.
