RESPONSIBILITIES

Programme Support

  • Independently develop the concept notes and project proposals in co-ordination with relevant departments, under guidance and supervision of the Programme Manager
  • Assist in developing log frames and realistic Theory of Change analyses
  • Support Programme Manager in the preparation of well-written, accurate and timely reports that fully meet donor requirements
  • Support Programme Manager in the preparation of donor proposals, interim and final project reports and other reports, as required and requested
  • Work closely with the Operations Manager, Field Operations Officer and Information Management Officer to gather data supporting results-based management and impact-focused reporting, with approval by the Programme Manager

 

Impact Assessment

  • Use the latest templates and procedures issued by the Lebanese Mine Action Centre (LMAC) to guide and document community-based interviews before and after NPA clearance operations, with approval by the Programme Manager
  • Conduct pre-impact assessments on all tasks in advance of the start of operations or as directed by the Operations Manager in support of prioritization and planning
  • Conduct post-impact assessment not later than six months after the official handover of the released land to the communities
  • Ensure full compliance with the latest Standard Beneficiary Reporting Procedures when counting/estimating beneficiaries
  • Ensure all beneficiary and land use data is regularly entered into NPA’s database

 

Programme Visibility (case studies/video/social media/photography)

  • Follow all NPA style guidelines
  • Work with the Country Office’s Communications and Advocacy Coordinator to develop media materials

 

General responsibilities:

  • Prepare independently concept notes and project proposals for potential donors
  • Support the Programme Manager in preparation of well-written, accurate and timely reports that fully meet donor requirements, such as interim and final project reports and other reports both internal and external as required and requested by the Programme Manager
  • Accompany the Programme Manager to varied meetings in country and abroad, and when needed provide accurate translation (Arabic-English-Arabic)
  • Work closely with the Programme Manager and Operations Manager to ensure up-to-date impact assessment (pre and post) is conducted on all NPA Lebanon Mine Action and Disarmament Programme (DMAD) operational tasks including historical tasks
  • Work closely with the Information Management Officer to develop a beneficiary and impact dashboard and to ensure it is regularly updated with new figures before the end of the month for inclusion in the monthly operational report for the Head Office 
  • Regularly visit task sites with the objective of taking pictures of ongoing operations and of operations staff for the visibility purposes. 
  • Independently develop social media posts for Facebook and Twitter that highlight NPA’s donors and NPA as an organization, as well as case studies and/or short videos to share with NPA Head Office

 

Additional work may be assigned by the Programme Manager on ad-hoc basis when needed.

 

REQUIRED QUALIFICATIONS

 

Education

  • Formal university education relevant to the position is required. Master’s degree relevant to the position is a strong asset
  • Proficiency in English and Arabic (both written and verbal) is essential. Formal prove/certificate of proficiency in English language is a strong asset
  • Excellent verbal and written communications skills both in English and Arabic are essential
  • Excellent skills in organizing and facilitating meetings and other fora are essential

Experience

  • Proven experience in writing varied materials, e.g. talking points, concept notes, project proposals
  • Proven record of constructive dialogue with beneficiaries and other stakeholders
  • Understanding of and experience within humanitarian disarmament and other humanitarian sectors is an asset

 

Other qualifications

  • Proficient level of computer literacy in particular with Microsoft Word, PowerPoint and Excel is essential
  • Ability to use other applications is a strong asset

 

Personal competencies

  • Excellent organizational and time management skills
  • Ability and readiness to work in a fast-paced environment and occasionally under pressure
  • Willingness to work collaboratively as a member of a highly-interactive and interdependent team
  • Willingness to work extra hours when required, and at short notice.
  • Willingness to travel within Lebanon and abroad

 

NPA offers:

Basic salary ranges between $1406 and $1706 based on relevant experience.

Basic salary is subject to NSSF and income tax contributions to be covered by the employee

Transportation allowance for the days actually worked from office or field.  Transportation allowance is not a monthly lump sum. 

Additional medical insurance for the employee

Mobile with internet and minutes bundle set for the position.

Annual leave: 21 days per year.

Other leaves as per LLL and NPA's HR policy
