Mission:
Under the responsibility of the Project Manager or Specialist, the Technical Officer contributes to the implementation of HI
mandate and ten-year strategy (expressed in StratOp) in his/her home country. He/she contributes to the implementation of
projects by providing technical expertise and by ensuring that the quality and impact of the project(s) concerned are optimized.
The TO works in close collaboration with the program's technical team.
He/she is responsible for the training, support and advice of the Project Technical Agent (PTA) so that the PTA properly achieves
his/her technical activities.
Reports to: Project Manager
Interacts with:
Internal: Operations coordinator, Operational team, technical staff, regional technical unit (RTU) Manager, Regional MEAL Manager and MEAL staff, support services staff.
External: The project partners, the authorities and communities in the project area of implementation, other stakeholders including local partners and NGOs in the related field in the project area of implementation

Missions / Responsibilities
Responsibilities
Responsibility 1: Providing guidance and technical support to projects in accordance with the technical frameworks and general standards of his/her sectoral scope
1. Provide appropriate technical guidance and support to project leaders and/or specialists.
2. Ensure project(s) activities are implemented in accordance with internal quality and technical standards and
propose adjustments or improvements as necessary.
3. Adapt project documentation as required, in accordance with global technical standards and norms.
4. Contribute to the regular reporting of technical activities of its scope (collection and analysis of technical data
collected) in conjunction with the project team and the MEAL team.
5. Where appropriate, coordinate and collaborate with the project's technical partners as delegated by the Specialist or Project Manager.
Mission 2: Providing project-based technical learning
1. Ensure global and field technical specialists get the information they need and collaborate with technical divisions as needed.
2. Collect the elements necessary for capitalization exercises or scientific documentation.
3. Contribute to technical learning under the responsibility of the specialist or project manager, based on best
practices.
4. Responsible for the technical learning of projects based on lessons learned and good practices
5. Adjust activities to audit recommendations as appropriate.
6. Implement recommendations to improve the technical quality of projects.
7. Ensure the technical quality and relevance of project activities implemented within their area of expertise; conduct
self-evaluation of their project and participate in evaluation cycles under the supervision of the PM.
8. Taking ownership of norms and standards anticipates and prepares for nexus adjustments.
9. Propose research and study topics.
10. Oversee data collection for research activities.
11. Contribute to the terms of reference for evaluations.
Mission 3: Contributing to the animation of his/her sector
1. Contribute to technical recruitment.
2. Contribute to or lead the technical training required in his or her field.
3. Contribute to the skills upgrading plan for professionals in its sector and may be a third-party assessor.
4. May contribute to the development of a local talent pool within his/her sector (conducts technical interviews of
candidates and makes recommendations, identifies training and coaching needs).
5. Assists in coordinating technical professional development and facilitating a community of practice, in
collaboration with the technical division. Conducts technical trainings for staff as appropriate.
6. Contribute to the design and collection of operational data to ensure adequate monitoring of activities or ad hoc
data collection activities, and ensure appropriate measurement of project completion in his/her area of expertise.
7. Ensure that data processing is established and carried out in accordance with the rules and principles set by the
IM/MEAL and by the technical councils of the sector of expertise.
Mission 4: Contribute to ensure the technical influence of HI on its perimeter
1. Contribute to the outreach of HI expertise: can represent HI technical expertise by delegation in relevant local,
regional and international networks and with local partners.
2. Where appropriate, coordinate and collaborate with the project's technical partners as delegated by the Specialist
or Project Manager.
3. Relay and contribute to advocacy messages within its scope of work.
4. Write new project content for the continuity or expansion of the project within its technical scope.
5. Contribute to the writing of new proposals for new opportunities within its technical scope.
Mission 5: Emergency Preparedness and Response Responsibilities
Contribute to the support or implementation of emergency preparedness actions of the program(s) and, during an emergency, adapts his/her work modality in order to contribute to an effective HI humanitarian response
Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.
PROFESSIONAL STANDARDS:

- Education:
- Essential: Compulsory OT/PT degree
- Essential: Proven training skills
- Essential: Education Masters of Public Health or related studies would be an asset
- Experience:
- Essential: Capacity building Experience
- Essential: Operational partnerships-field project management
- Essential: At least 3 years of professional experience in the field of vulnerability / disability
- Essential: At least 4 years of professional experience in the field of rehabilitation.
- Experience providing technician advise and coaching to teams on disability/vulnerability issues.

Basic salary ranges for the position: Rehabilitation Technical officer is going to be paid according to the experience and to HI salary Grid.
Basic Salary : Starting 1950 USD
