Proposals for the services described in this RFP will be received by ARK Procurement until the time and date stated above. Additional instructions for preparing a proposal are provided herein.

1. Purpose

ARK is urgently seeking a qualified translation services provider to translate a 34,500-word Report from English to Arabic and requires a high-quality translation that accurately reflects the content and meaning of the original document. The deadline for completing this report is 31 March 2023 and potential service providers must be prepared to start work immediately. Further details are provided in the SoW in Annex 1.

1. Description of Entity

ARK is a stabilisation and development company committed to empowering local communities and beneficiaries in conflict, post-conflict, and fragile areas through the provision of evidence-based programmatic interventions, policy recommendations, research, and capacity-building. Working with local communities, it seeks to understand and then mitigate the negative effects of conflict and instability, enhancing social cohesion and resilience whist promoting human security, development, and economic opportunity. ARK is registered in the United Arab Emirates with branch offices in the Middle East and Europe. 

1. Procedures for Submitting Proposals and Awarding Contract

Companies or individuals may submit a proposal by email to [email protected]. The submission must contain the technical and price proposal which are to be sent as separate attachments. The subject headings must clearly state the RFP number, the proposal type (technical or price) and the Supplier name. The technical proposal must not make reference to cost or pricing information to ensure the technical evaluation is made strictly on the basis of technical merit.

Please note, it is important to follow the instructions provided in this RFP carefully. Failure to do so may result in your proposal being considered unresponsive, which may lead to its rejection. We encourage you to review the instructions thoroughly before submitting your proposal.

To ensure that all proposals are fully understood and evaluated, discussions may be held with potential service providers. If such discussions are held, potential service providers will be notified that a revised deadline has been set for the submission of a best and final offer. This provides potential service providers with the opportunity to revise their proposals based on any additional information gathered during discussions. It is important to note that if a best and final offer is not submitted by the revised deadline, the previous offer will be considered as the potential service provider's final submission.

ARK’s goal is to provide a fair and transparent evaluation process and to ensure that all proposals are given due consideration based on their merits and compliance with our requirements. However, ARK reserves the right to reject any and all proposals if they do not meet the requirements outlined in this RFP and to request additional information from potential service providers if necessary.

6.    Evaluation Criteria

ARK is committed to ensuring a fair and objective evaluation of all proposals submitted for translation services. To achieve this, a points-based system will be employed during the evaluation process. Proposals will be evaluated based on both technical and price criteria, with a maximum score of 100 points; 80 points for technical and 20 points for the price category.

In the event that multiple proposals receive a similar score, ARK will hold discussions with the relevant service providers to gain a better understanding of their proposals and assist in the selection process.

The evaluation panel will consider the technical aspects of the proposals, such as functionality, performance, and scalability and pricing proposals will be assessed for competitiveness and their value for money. By utilizing this comprehensive evaluation system, ARK will make an informed decision and select the most suitable proposal for the project.
