Project Background

The Lebanon Community Support Program (CSP) is a multi-year project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Beqaa regions. Under Task Order No.3 (TO3), the project will provide technical assistance to municipalities, civil society organizations (CSOs), the private sector, or other entities to increase capacity and ensure sustainable impact in providing key essential services. The main objective of this 5-year task order is to support Component 3 (Capacity Building) of the CSP Program by delivering technical assistance to enhance the sustainability of CSP interventions under Component 1 (Community Stabilization Support) and Component 2 (Community Development Support), and if required, under future Task Orders.

Activity Background and General Information

 

To ease the tension over water irrigation between Achach, Arde and Meriata villages and improve farmer livelihood, the CSP supported the municipalities in:

  • Constructing a semi-automated water distribution unit in Achach
  • Installing the gates on the main distributor that enable equal water distribution among farmers of the three localities of Achach, Meriata, and Arde.
  • Rehabilitating around 450 linear meters of the collapsed concrete canal in Arde.

 

To contribute to the sustainability of the CSP’s assistance to both municipalities of Arde and Achach, the CSP/TO3 technical assistance will assist the municipalities through developing, in a participatory way, a periodic cleaning and check-up schedule for the canals, that could be implemented with the municipalities’ available human and financial resources. The clean-up schedules will also include modules related to:

  1. The safety of workers during the clean-up work. 
  2. How to raise awareness of the farmers on the need to regularly check and clean the open irrigation canals passing through their lands.

Summary of Position

The Expert will assist the CSP/TO3 team through providing technical assistance to the selected municipalities (Achach and Arde) to strengthen their capacities in maintaining the irrigation canals. The technical assistance comes in the form of on-the-job training and provision of technical assistance tools such as TIP Sheets and/or checklists, templates, and forms for the improved functioning of targeted organizations.

Specific Duties and Responsibilities

The Expert will work closely with the Task Order 3 team. The required tasks include but are not limited to the following:

 

  • Conduct meetings with the president and members of the municipalities (Achach & Arde), to:
      • Understand the water distribution system in the villages, geography, operation, maintenance, inspection needs, and analyze the map of the canals.
      • Identify key yearly milestones for the operation, monitoring / inspection of the distribution, gates, and canals.
      • Assess the level of effort in terms of human resources and skills needed for the monitoring and inspection and identify these resources within the targeted communities.  
      • Assess the role of farmers in the maintenance of the canals.
      • Brainstorm with the locals on the overall cleaning and check-up schedule plan for the canals.

 

  • Develop a cleaning and check-up schedule plan for the canals (one for Achach and one for Arde). The plan should:

 

      • Be based on the collected information from the inception/assessment meetings
      • Integrate a module related to raising awareness of the farmers on the need to regularly check and clean the canals passing through their lands.
      • Include the possibility of exploring a participatory cleaning modality with the beneficiaries.
      • Integrate the safety of workers during the canals’ cleaning.
      • Include the list of safety equipment needed for the workers such as boots, overalls, etc. along the needed quantity following the development of the plan. This is to ensure proper implementation of the safety procedures.
      • Include all the needed templates and forms to put the plan into implementation
      • Be approved by the communities and the CSP

 

  • Train selected members from the communities on the implementation of the plan.

 

  • Train selected members from the communities responsible for distributing the water to the farmers on how to properly open and close / operate the semi-automated water distribution unit in the Aayoun Achach. This will be a simple practical training.

The above responsibilities are applicable to both municipalities (Achach and Arde).

Expected Outcome

As a result of this technical assistance, both municipalities (Achach and Arde) should have a written cleaning and check-up schedule plan for the water canals and should possess all the needed technical skills to implement the plans in a safe manner.

Deliverables

 Two cleaning and check-up schedule plans (in Arabic language), attendance sheet of all sessions / meetings, 2 photos of each session, synthetic report demonstrating the improvement and highlighting the challenges.

Qualifications

  • Minimum of 5 years of experience in providing such type of assessments and trainings.  
  • Bachelor’s degree in a relevant field of study.
  • Excellent Arabic writing skills necessary to develop the technical assistance material, guidelines, and Tip sheets.
  • Proven ability to work collaboratively across diverse sets of stakeholders.
  • Fluency in spoken and written Arabic.

Eligibility Criteria

Interested individual experts shall have the capacity to enter a short-term technical assistance (STTA) contract and shall have a satisfactory performance record.

Ineligible Experts:

  • Government employees.
  • Individual experts that appear on the List of Parties Excluded from Federal Procurement and Non-Procurement Programs.

Location of the Assignment

The expert will be liaising with CSP TO 3 team at CSP offices in Sin-El-Fil and will be traveling to project field locations, Achach and Arde, to design and deliver technical assistance.

Consultancy Duration:

This intervention is to take place as soon as possible after the signature of the agreement. The period of implementation is a maximum of 6 weeks.

Level of Effort:

Four (4) working days.

 

Reporting

The experts will be reporting to TO3’s appointed focal point.
