Job Purpose:

The FSL Officer will report to the Programs Manager. Will work closely and collaborate with the key functions including Project teams, FSL Technical Manager, Monitoring and Evaluation, Finance, and Grants. He\she will ensure daily communication with field teams and direct supervision of project activities.

Mission 1: Identification of 60 SMEs and Need assessment

The FSL Officer will coordinate the process of identification and final selection of 60 SMEs affected by the crisis following a set of criteria, through field visits and interviews with SME owners and employers.

Once the 60 SMEs are selected, a detailed need assessment will be prepared at 4 levels:

  • Rehabilitation
  • Equipment
  • Working capital / raw materials / late wages
  • Individual support – business management (needed Training).

At the end of this phase, 60 contracts (MOUs) stating the support provided will be drafted and signed by both parties.

Deliverables:

  • Short-list table of affected businesses
  • Comparative analysis of short-listed businesses "Comparative Analysis of Supporting Small and Medium Enterprises" for enhancing created added value in terms of the number of employees, turnover, balance sheet, etc.
  • Draft contracts (MOUs) with SMEs owners

Mission 2: Recovery Business Plans for all 60 Businesses

The FSL officer will be responsible for coordinating the needs assessment and preparing the Recovery Business plans for 60 identified SMEs. 

The FSL officer will be in charge of drafting and publishing the tenders with detailed BoQ based on the 60 need assessments and recovery plans.

The FSL officer will participate in the procurement committee in charge of selecting the various suppliers and drafting contracts with the selected suppliers.

Deliverables:

  • Tender documents
  • Draft contracts
  • Lead on developing recovery business plans for all 60 businesses with the technical support of the regional technical manager, A business recovery plan outlines procedures and instructions an organization must follow in the face of disaster and proceed with its operations. For instance, Evaluating short-term liquidity working capital and assessing financial and operational risks and challenges including wages, supply chain, equipment, etc.

Mission 3: Project management

The FSL Officer will be in charge of:

  • Monitoring the execution of the works in the 60 places,
  • Ensuring that equipment and consumables match the specifications
  • Preparing a detailed work plan and time schedule and ensuring deadlines are met
  • Ensuring the project reaches its objectives and potential results. 
  • Ensure the efficient execution of the work plan 
  • Ensure spending the budget of the project as per the spending plan. 
  • Being responsible for the risk management of the project with the support of the PM.

Deliverables:

  • Field visit reports
  • Delivery receipts

Reporting and representation:

The FSL officer will be in charge of reporting the activities on a monthly basis on the different coordination tools developed by the donor or B&Z. He/she will represent B&Z in the working groups related to this sector.

A final report will be submitted at the end of the assignment.

FSL Officer will be responsible for submitting periodical internal reports to B&Z management. 

FSL Officer will be in charge of direct supervision of the work of the team of 5 field staff. 

Skills and Competencies

  • Bachelor’s degree in Business management, economics, or project management
  • At least 3 years of experience in the management of humanitarian projects
  • Strong project management skills are compulsory, especially organizational and team management skills (including training & capacity building)
  • Experience in emergency humanitarian contexts and complex and volatile contexts (preferable);
  • Experience in budget management, reporting, and donor relations;
  • Experience in managing staff, preferably through remote management;
  • Strong critical analysis and problem-solving skills;
  • Fluency in English and Arabic – both written and verbal.
  • Strong interpersonal skills and the ability to work in a team
  • Good organizational and time management skills
  • Computer proficiency in word processing, PowerPoint, Outlook, and Excel.
