Open Local Tender Publication / LB-DEL-0058 / Supply and Delivery of IT Equipment

Object of the Agreement: it is the intention of TDH IT to enter into a Framework Agreement, for a period of 12 months, for the provision of IT Equipment. The Requested supply aims at providing TDH IT in all location mentioned in the LOTS section IT and related Equipment.

Selection and Awarding Criteria: The evaluation team shall review and evaluate the Financial and Technical Bids on the basis of their responsiveness to the requirements and technical specifications and the other documentation required/provided:

  1. Essential Criteria (Pass/ Fail):

Criteria which bidders must meet in order to progress to the next round of evaluation. If a bidder does not meet any of the Essential Criteria, they will be excluded from the tender process immediately. These criteria are scored as ‘Pass’ / ‘Fail’.

 

  1. Commercial Criteria: (weight 57.5%)
  • Price (weight 55%)
  • Delivery Costs (weight 2.5%)

 

  1. Capability Criteria: (weight 42.55%)
  • Quality of Bidder’s products including brands and samples to submit (weight 30%)
  • Availability of items listed in the OLT (weight 10%)
  • Delivery Time from Purchase Order (weight 2.5%)

 

TDH IT will conduct the evaluation solely on the basis of the Bids received. Evaluation of Bids shall be undertaken in the following steps:

  1. Preliminary examination including Eligibility:
  1. Original OLT documents duly signed and stamped.
  2. Bidder Registration in Country; Certificate of registration/incorporation, Tax and VAT Compliance, Business permit or relevant membership.
  3. Bidder’s confirmation of compliance with the attached conditions of the procedure, Anti-Fraud and Corruption, Child Protection Policy, PSEA and TDH IT Code of Conduct.
  4. Minimum three (3) years’ experience in supply and installation of hardware/ IT equipment.
  5. Bid Validity period. Additional experience with NGOs is a bonus.

 

  1. Evaluation of Prices:

Bidder’s prices should demonstrate an economically advantageous position for TDH IT;

Fixed prices for the period of the agreement/contract; preferred at least 12 months.

 

  1. Evaluation of Technical Bids:
  1. Quality and certification of Bidder’s products/services;
  2. Manufacturer’s standard warranty: one (01) year warranty of all parts.
  3. Availability of the items listed in the Financial and Technical bid;
  4. Bidder’s capability to supply TDH IT offices and centres, particularly in terms of stock levels and lead times;
  5. Bidder’s responsiveness in emergency situations.

How to obtain the Tender – Open Local Tender dossier:

The dossier will be available at TDH IT logistics departments in the following offices:

  1. TDH IT Baabda Office: Baabda, Ain St., No. 63 Fouad Najem Bldg. 4th FL.
  2. TDH IT Zahle Office: Ksara, Dallah Bldg. Facing Chatean Ksara, 3rd FL.

Last Day for collection of the dossier: 30 September 2022
Deadline for Submission of the Bids: 14 October 2022 at 13h00 Local Lebanon Time.

It is mandatory to pick up  physical copy of the tender dossier from the office above and sign reception note.
