DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions.   With an annual portfolio of $12million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekaa, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams.

About the job

The Infrastructure Coordinator is responsible for the strategic development, overall quality and impact of DRC’s shelter/community infrastructure programme. S/He is expected to carry out a needs assessment and is responsible for programme design and implementation. The Infrastructure Coordinator will also participate and represent DRC in coordination meetings, in line with agreed DRC advocacy and programming strategy. Your main duties and responsibilities will be:

- Develop tools and undertake a rapid community infrastructure needs assessment to inform program design and wider strategic direction

- Based on findings of the need’s assessment, draft an assessment report, including detailed risks and do no harm analysis and develop an initial response plan in coordination with the programme (Protection, Ec-Recovery & MEAL), area managers as well as the programme support team

- Work with the programme and programme support team to support a quality and responsive infrastructure response

- Identify and recommend programme resources required (staffing, logistics, funding, etc.) for the infrastructure response and work with HOP and HOSS to implement actions agreed

- Provide an Infrastructure strategic framework/roadmap which can inform DRC’s Lebanon response

- Together with HOP & Grants Coordinator, identify funding opportunities and develop proposal & budget

- Provide strategic and technical guidance to programme staff; develop tools/guidance in line with relevant global minimum standards and best practices, such as SOPs for different modalities for various activities that will also mainstream community engagement strategies and do-no-harm considerations throughout shelter/community infrastructure activities. This includes supporting and working closely with existing programmatic interventions such as cash for work under economic recovery, protection emergency shelter and community-based programming as well as stand-alone infrastructure programme, ensure technical oversight and adherence to minimum standards;

- Ensure that the strategy is informed by sound analysis, with consultations with teams and concerned stakeholders and that programmes strategies are devised in promotion of DRC's values, culture and beliefs; and that the strategy is gender and conflict sensitive.

- Identify and develop strategic and complimentary entry points for DRC infrastructure programme. This may include exploring and developing strategic partners and local stakeholders through mapping, outreach and relationship-building, contributing to quality and scaling up of programmes

- Play a proactive role in integrating infrastructure strategy with other sector strategies to ensure maximum impact; working collaboratively with other technical Coordinators/managers to ensure that minimum protection standards are included.

- Represent DRC towards external stakeholders, including humanitarian partners, donors, authorities, etc. Acting as DRC’s focal point for all coordination forums

- Provide technical support on the recruitment and the management of all programme staff. To this end, develop Terms of Reference (ToRs), develop staffing plan, participate in recruitment processes and performance evaluations.

- Provide technical leadership in designing the BOQs and specification for the infrastructure and support Supply Chain Unit different technical procurements  

- Facilitate capacity building for team members and partners to develop stronger shelter and community infrastructure expertise in-country. This includes coaching, capacity-building and mentoring and providing technical matrix line management support to protection and Economic Recovery colleagues.

- Together with the Head of Programme, support in the development of emergency preparedness and response capacity 

- Any other tasks as delegated by Head of Programme

About you

To be successful in this role we expect you to have a Master's degree in such as civil engineering, shelter etc. Moreover, we should have at least 3 years’ experience working for international humanitarian organizations in complex conflict settings, including at least 3 years’ experience in a managerial or technical coordination capacity in Urban Programming. Moreover, we also expect the following:

Required

- Previous experience working in the context of urban programming displacement in volatile settings (with good knowledge of the protection issues affecting people in a situation of forced displacement or migration)

- Demonstrable experience in carrying out rapid needs assessments and starting up programming

- Demonstrable experience in a wide range of shelter programming, including integrated programming with economic recovery and protection

- Demonstrate ability in conceptual, analytical and critical thinking with the ability to develop programmatic or advocacy strategies towards greater quality and impact

- Solid experience in project development and management; including the ability to lead on assessments, design, implementation, and monitoring; with good skills in proposal writing/reporting and budget

- Excellent technical knowledge of shelter standards and humanitarian principles with demonstrated capacity to develop effective responses/modalities to identified shelter needs and in accordance with the relevant frameworks 

- Commitment to integrate gender, protection, conflict sensitivity and accountability into programming

- Strong capacity in influencing and engaging a range of stakeholders; with proven representational skills and the ability to advocate in line with humanitarian principles

- Demonstrate ability in thinking creatively and practically to improve the quality of programming and achieve greater impact

- Strong capacity building, facilitation, and presentation skills

- Ability to work flexibly in a diverse team; with proven leadership skills

Desirable

- Fluency in written and spoken English

- Knowledge of Arabic language is an asset
