Call for Proposal - Strengthening Identification & Referral System through Community-Based Rehabilitation (CBR)

 

This Request for Proposal falls under the project entitled ‘Supporting Beirut’s Immediate Social Recovery Services” funded by the World Bank. All activities carried out by the IRC partners under this project are fully funded by the Bank.

 

The IRC aims to establish one partnership with a LNGO through an open competitive selection process, in Beirut and Mount Lebanon areas, to develop and pilot an Identification, Counselling and Referral portal through a Community-Based program for persons with disabilities and Older Persons matching potential beneficiaries to existing services.

The selected partner will work closely with the IRC and relevant ministries, such as the Ministry of Health (MOPH) and the Ministry of Social Affairs (MOSA), to develop a community targeted rehabilitation identification, counselling, and referral portal. The expected outcomes:

  • Sub-grantee is initiating conversations with key specialists, ministries, community groups, programs, and organizations that offer, or are related to community-based rehabilitation services, reported through quarterly narrative reports and monthly progress reports.
  • Sub-grantee is developing written identification, counselling, and referral policies for persons with disabilities and older persons, reported through quarterly narrative reports and monthly progress reports.
  • Sub-grantee is developing referral tools and processes for the community-based rehabilitation services, reported through quarterly narrative reports and monthly progress reports and/or referral tracking database developed.
  • Sub-grantee is developing the effective practices in the identification, counseling, and referral of persons with disabilities and older persons, reported through quarterly narrative reports and monthly progress reports.
  • Sub-grantee is developing and piloting an Identification, Counselling and Referral portal, reported through quarterly narrative reports.
  • Sub-grantee is covering the developing and piloting costs of an Identification, Counselling and Referral portal, reported through financial reports (frequency to be determined).
