Medical Aid for Palestinians (MAP) works for the health and dignity of Palestinians living under occupation and as refugees. MAP is the leading UK charity delivering health and medical care to those worst affected by conflict, occupation and displacement, in the occupied Palestinian territory and Palestinian refugee camps of Lebanon.

Job Purpose: To closely liaise with partners at Palestinian Red Crescent Society (PRCS), UNRWA Primary Health Centres (PHCs) as well as (Palestinian Disability Forum (PDF) member organisations, and the collection of project data to inform the development of the project in years 2-5.

Location: MAP's Beirut Office and Partners field offices (including hospitals, clinics, and centers mostly in the Palestinian refugee camps accross Lebanon)

Reports to: MAP Lebanon Programme Manager

The role is within the “Prevention, early detection and management of childhood disability among Palestinian refugees in Lebanon” project funded the RCPCH with a contribution from MAP. The project will be implemented in partnership with UNRWA, PRCS, and PDF and aims to prevent, identify, and manage child disability among the Palestinian community in Lebanon. The primary focus of the role is the collection of high quality health data from a range of sources to support quality improvement.

1. Duties and key responsibilities

N.B: All duties and responsibilities part of this role should be conducted as assigned by and/or in agreement with the line manager.

  • Conducting regular field visits to the project’s locations.
  • Observing and documenting practices at the project’s location, e.g., related to the developmental assessment and screening at UNRWA’s PHC.
  • Data collection from UNRWA’s PHC, PRCS hospitals, PDF member organizations.
  • Data analysis using statistical data analysis packages such as SPSS, R, or others
  • Conducting, assisting in, or facilitating monitoring and evaluation activities including focus group discussions, key informant interviews, and others.
  • Reporting including drafting field visit and monitoring report, periodic progress reports, training reports, and others.
  • Collection and archiving of supporting documents, e.g., related to trainings and capacity building activities, procurement, etc.
  • Support in logistic arrangements related to missions, trainings, and others.
  • Interpretation and translation of materials and documents needed for the project’s activities.
  • Support coordination and liaison tasks and activities including between the project’s partners and relevant stakeholders.
  • Conducting or supporting desk reviews, literature reviews, and needs assessments.
  • Regular communication with partners assigned focal points, documenting and reporting any identified challenges, issues, potential risks, or needs pertaining to the project or the project’s area. Reporting these needs to line manager for further follow up as needed.
  • Assist in following up the implementation of work plans.
  • Provide support to the project partners when possible, in coordination with line manager.
  • Contribute to taking photographs, collecting case studies, and other materials that can be used for fundraising and advocacy purposes. Ensure that consent forms are duly filled.
  • Work closely with the Programme Manager and carry out other duties as requested by line manager within the scope of this position.

PERSON SPECIFICATION

Experience

  • A good first degree in public health, health, development, or health management related fields.
  • At least 2 years’ work experience in public health or similar post.
  • Demonstrated experience in data collection and analysis using statistical analysis software such as SPSS, Stata, and R.
  • Experience implementing or developing quality and capacity improvement plans is desirable.
  • Project cycle management knowledge and experience is desirable
  • Good experience in monitoring and reporting
  • Understanding of the health system for Palestinian refugees in Lebanon

Skills and abilities

  • Diplomatic, has excellent interpersonal, communication, networking, and listening skills.
  • Demonstrated ability in building and maintaining collaborative relationships.
  • Goal-oriented with strong attention to details
  • Excellent written and verbal communication skills in both Arabic and English.
  • Good IT skills; competent in using Word, Excel, power point and other Microsoft applications.
  • Self-motivated; organized; abides by instructions, policies and guidelines; and able to work independently and as part of a team.
  • Valid driving license and prepared and able to travel frequently and independently to the various project’s locations and Palestinian camps in Lebanon.
  • Familiar with the context of the Palestinian refugees and Palestinian camps in Lebanon.
  • Can arrange his/her own means of transport.
  • Excellent report writing skills.
  • Able and willing to work in a variety of locations including PRCS hospitals and UNRWA clinics throughout Lebanon.

Personal attributes and other requirements      

  • Strong work ethic and commitment to MAP’s goals and values
  • Able to work flexibly in emergencies and to meet deadlines which might entail working occasional evenings and weekends.
  • Ability to manage challenging issues with sensitivity
  • Demonstrates good judgement on escalating/flag issues with managers
  • Ability to easily access and move within the Palestinian refugee camps across Lebanon to visit and support partner organizations.
  • Demonstrate an understanding of the health development context in Lebanon and of the circumstances of the Palestinian refugee population within that context.
  • Flexible and responsive to programme challenges, with willingness to take on additional tasks if needed
