BACKGROUND:

The Lebanese Center for Human Rights (CLDH) is a local non-profit, non-partisan Lebanese human rights organization based in Beirut. CLDH was created in 2006 by the Franco-Lebanese Movement SOLIDA (Support for Lebanese Detained Arbitrarily), which has been active since 1996 in the struggle against arbitrary detention, enforced disappearance and the impunity of those perpetrating gross human rights violations.

CLDH monitors the human rights situation in Lebanon, fights enforced disappearance, impunity, arbitrary detention and racism and rehabilitates the victims of torture. CLDH regularly organizes press conferences, workshops and advocacy meetings on human rights issues in Lebanon and collects, records and documents human rights abuses in reports and press releases.

CLDH team on the ground supports initiatives aimed at determining the fate of all missing persons in Lebanon.

CLDH regularly follows up on numerous cases of arbitrary detention and torture in Lebanon in coordination with Lebanese and international organizations, and with the United Nations Working Group on Arbitrary Detention WGAD and the UN Special Rapporteur on Torture.

As of August 2020, the Lebanese Center for Human Rights is involved in a one-year emergency response plan. CLDH aims to assist those who have been affected by the Beirut blast on several aspects by providing the following pro-bono services: legal aid and consultations, medical assistance, psycho-social support and cash assistance.

Duties and Responsibilities:

CLDH online database is a website developed by a company in Europe.

This database is updated on a monthly basis with CLDH’s interventions/cases/names etc.

This database acts as CLDH’s back up, secured by two layers security access duo mobile

Application.

All the needed data can be downloaded as an Excel sheet or XML and the database has three levels of admins:

-The super admin (with full access)

-The admin (with editing rights)

-The viewer

 

CLDH does not currently use any developed/custom built software for its data. CLDH currently uses basic excel sheet templates with some raw data that comes with the ‘database’.

 

CLDH is currently looking for a consultant for a 6-month period, with a possibility of extension. The Consultant will supervise a to-be-hired company to develop the organization’s online communication tools and database (Websites, mobile application, blog, social media accounts, and two databases for the organization’s programs) and manage the organization’s IT related issues.

 

The Consultant will be supervised by the Executive Director and is expected to:

 

  • Research, design and set an accurate TOR to call for proposals for IT companies, by:
    • Identifying the database areas that need modifications
    • Manipulating, processing and extracting value from large disconnected datasets
    • Investigating the current data extraction processes
    • Investigating automation processes of the current data
    • Investigating the security and safety of the entered data
    • Setting a plan to ensure the data will be migrated quickly and securely preferably within a one-week period
    • Ensuring that the database remains fully operational during the migration process
    • Designing a custom migration roadmap with the IT company
    • Ensuring the exercise is done efficiently
  • Assisting staff in their IT requests which would include:
    • Errors caused by excel macros

Connectivity issues to office devices and equipment (Printer, Telephone,

    • Internet…)
    • Conducting regular check-ups on staff laptops to ensure they are running effectively
    • Assisting in solving IT related issues

 


Location:

The consultancy will take place remotely with weekly visits to CLDH main office in Dora and regular CLDH meetings with the Executive Director, Database Coordinator and/or other CLDH team members when needed.

 

Consultant will be paid on a monthly basis. Withholding tax of 7.5% will be deducted from each payment IF consultant does not have an MOF number.
