Consultancy for the MiyahCon Project Final Evaluation.

Description of the project

MiyahCon is a Consortium of NGOs formed by Gruppo di Volontariato Civile (GVC), leader agency, Comitato Internazionale per lo Sviluppo dei Popoli (CISP), and Arab Countries Water Utilities Association (ACWUA). The Project Promoting “Promoting Sustainable Management of Water Services and Resourced in Countries Affected by the Syrian Crisis” started on the 16^th November 2016, supposed to end on the 15th November 2019 but extended up to 31st December 2021. The project stems from the need to strengthen Lebanon's water sector, which has been experienced by the strong migratory flow of Syrian refugees. The Overall Project Objective is the provision of reliable and sustainable water services to Syrian refugees and host communities by strengthening infrastructural and managerial capacities of local Water Establishments.

Overall objective of the final evaluation

The overall objective of the final evaluation is to make an independent assessment of the global project performance, with particular attention to the impact of the project action against its objectives and the changes that the project has favored in the capacities of the institutions and in their relations with the population. The evaluation will also identify the strengths and weakness, key lessons learnt and best practices and will propose recommendations that will enable local partners and institutional actors to enhance the impact and replicate the experience. In addition, a broader scope of the evaluation will also be to constitute an advocacy tool that MiyahCon’s partners can use to share with governmental stakeholders: means and methods to assure services’ quality and long-term sustainability.
