Position Summary:

The Logistics and Security Officer (LSO) will monitor and analyse security conditions in Lebanon in general and more specifically the operational environment of the humedica project. The LSO will provide updated risk assessments or security procedures as needed and will ensure the continued relevance and consistent implementation of Standard Operating Procedures related to the safety and security of all staff, grantees, and beneficiaries.

Furthermore, the LSO will contact suppliers, get price quotations, and assist in the selection of vendors. The LSO will follow up and keep track to close pending purchases and to keep accurate records of payments and delivery of goods and services. The LSO ensures the timely and well-documented delivery of supplies. The position is a part time position and based in Bekaa. The Logistics and Security Officer reports to the Country and Assistant Coordinator.

 

Responsibilities Logistic

  • Plan procurement to ensure delivery on time, following humedica’s procedures.
  • Ensure that any procurements are done in accordance with humedica’s policies and procedures, ensuring that the purchases of goods and services are appropriate in terms of quality and fair market price. Consult with Assistant Coordinator on any technical questions or questions before initiating procurement activities.
  • Ensure that all purchases are properly authorized in accordance with humedica Finance and Supply Chain policies and procedures.
  • Prepare and maintain complete tracking sheets for all procurement activities in the field office and reports to Assistant Coordinator.
  • Ensure that all new assets/equipment are tagged upon receipt and promptly recorded
  • Prepare required documents to issue equipment to staff, record return, damage or losses
  • Ensure that an updated assets inventory sheet is submitted on monthly basis.
  • Ensure that all humedica assets and equipment are well maintained; inform supervisor in case of damage or loss of equipment and assets
  • Ensure maintenance and updating of filing system for all assets.

Responsibilities Security:

  • Continually monitor and analyse security conditions in the country in general and more specifically in the areas around project sites via local media, security reports, and information collected from field-based staff and local partners/contacts.
  • Help assess security risks that may impact staff movements and safety in different parts of the country, and communicate them in a timely manner to ensure swift decision-making and up-to-date situational awareness.
  • Ensure the continued relevance and consistent implementation of Standard Operating Procedures related to the safety and security of all staff, grantees, and beneficiaries.
  • Assist in the design and implementation of Security Contingency plans.
  • Monitor the operational environment and provide updated risk assessments or security procedures as needed.
  • Recommend/enact changes to procedures in conjunction with the Country and Assistant Coordinator when appropriate.
  • Supervise and manage project drivers, ensure adherence to safety and security protocols, track whereabouts of drivers and staff riding in project vehicles, and collect field-specific security information.
  • Provide guidance to new drivers; oversee driver performance and ensure respect and compliance with humedica standards and security protocols.
  • Ensure that log books are verified and signed.
     

​​​​​​​Qualifications:​​​​​​​

  • University degree
  • Two years’ work experience in security, logistics and procurement. Familiarity with procurement and rental markets as well as familiarity with the context in the project locations strongly desired.
  • Previous experience with security assessment, planning and implementation of procedures for a donor-funded program.
  • Road Safety Training is an asset
  • Must be computer literate, including Microsoft Word and Excel.
  • INGO experience preferred
  • Strong ability to prioritize work under pressure, maintain attention to detail, and coordinate multiple tasks to meet deadlines.
  • Ability to advise and support staff in a consultative manner.
  • Strong sense of personal integrity.
  • Attention to detail.
  • Excellent communication and interpersonal skills, and organizational skills, even under pressure.
  • Must be reliable, flexible and able to adapt to abrupt changes on short notice.
  • Must have clean and valid driver’s license record.
  • Must be medically fit to operate a vehicle, and be able to lift packages up to 25kg/55lb.
  • Previous experience managing drivers preferred.
  • A high school or technical degree is preferred.
  • Fluency in Arabic an English
